The United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) wishes to gradually transition its power generation from diesel generators to renewable energy sources, in order to reduce its carbon footprint, reduce its reliance on diesel fuel and contribute to the Secretary-General's goal to transition the UN Secretariat to renewable energy.MINUSCA would like to explore options to outsource the energy supply in some of its Team Sites to energy service providers who can finance, construct, operate and maintain renewable power plants (including aminimum share of renewable energy of 85%) to be located within or outside of MINUSCA fences in 9 of its operational sites including: SHQ Bouar, SHQ Bria, Sector HQ Kagabandoro, Bambari Regional Office, Bangassou Regional Office, Sibut, Bossangoa Regional Office, Birao Regional Office, Ndele RegionalOffice.The potential Vendor (s) is (are) expected to sell electricity to MINUSCA at an all-inclusive fee in USD/kWh under a power purchase agreement (PPA).The total energy requirement across the 9 MINUSCA sites is 18 GWh per year. The potential Vendors must possess, or obtain, all the necessary clearances to perform the required services (including obtaining the required permits from the Government of CAR) for a projected period of five (5) years, with a potential extension of an additional five (5) years.MINUSCA also wishes to explore options for the power plants to contribute to a positivelegacy by co-benefitting host communities.In this regard, MINUSCA wishes to gather information from Vendors on various Positive Legacy aspects that the Vendor wolud be interested in exploring, linked to the installation, operation and maintenance of the renewable energy plants (both during the mission's operations as well as after MINUSCA's departure).Such Positive Legacy aspects could include, but are not limited to, the possibility to connect additional off-takers beyond the MINUSCA Camps (e.g. local businesses, schools, hospitals, government buildings, etc.); conducting capacity buildingand training programmes; putting in place measures and entering into partnerships to ensure that power plants continue to operate and provide power to non-MINUSCA off-takers, and continue to contribute to the country's electrification efforts, after the mission's departure.
