Tenders are invited for Provision of Security Service
1. Manpower
Operations
1.1 The contractor designates a dedicated manager for this service.
• The dedicated manager is responsible for personnel affairs, including supervision, training, and grievance handling of security personnel.
• The dedicated manager is accountable for regular and irregular reporting and communication with the employer-s personnel.
• The security agency shall exercise discipline, supervision, control, and administration over its personnel following laws, ordinances, and pertinent governmental rules and regulations as well as the rules and policies laid down by the employer on the matter.
• The contractor is required to assign an escort to accompany the personnel at the start and end of their shifts.
1.2 Security personnel operate in 3 teams and 3 shifts, with each team comprising 1 team leader and 2 security personnel.
• One security personnel from each team must be capable of driving a bulletproof vehicle.
• One out of two security personnel may accompany the employer's personnel on an external schedule for their safety.
• In emergencies, personnel capable of driving support the evacuation of the employer-s personnel using the employer-s bulletproof vehicles.
• When one security personnel accompanies the employer's personnel on an external schedule, at least two security personnel must be stationed in the office building.
1.3 If the contractor needs to replace its dedicated manager or security personnel, it will provide information on the replacement personnel to the employer in advance and obtain approval before executing the replacement.
1.4 The contractor must comply with all Iraqi laws related to employment contracts and the treatment of security personnel, including the Iraqi Labor Law and Social Security Law.
• The contractor guarantees the salaries, vacation, and other welfare of security personnel following the above laws.
• When hiring security personnel, the contractor signs an employment contract.
• The employment contract should include social security as well as end-of-service benefits in the event of end of the contract.
• The contractor shall provide a salary statement when paying the salaries of security personnel.
• In the event of a legal dispute related to the employment and treatment of security personnel, the contractor must respond legally and resolve the issue as a party to the employment contract with the security personnel.
1.5 Hiring and Succession of Existing Personnel
• The contractor will hire new personnel and succeed the existing employer-s facility security personnel.
• The contractor signs a three-month probationary contract with the hired security personnel and conducts training during that period.
• The contractor conducts a competency evaluation of the hired security personnel and reports the results to the employer.
• The contractor and the employer consider the competency evaluation of the hired security personnel and decide whether to formally hire them.
• The contractor pays 100% of the probationary period and salaries of the hired security personnel.
2. Equipment
Provision 2.1 The contractor is responsible for conducting regular equipment check-ups and providing monthly reports detailing the results to the employer. These reports must include the status of equipment, date of each check-up and identify the individual responsible for its execution.
2.2 The contractor must ensure that security personnel are provided with appropriate uniforms suitable for the prevailing season and climate conditions.
2.3 The contractor is responsible for covering food expenses or providing meals to security personnel, ensuring they are adequately nourished during their shifts.
3. Service
Inspection
and Training 3.1 The contractor conducts regular (once a week) and irregular (sudden inspection) service inspections to check the service status of security personnel and reports the results every month.
3.2 The contractor conducts monthly training for security personnel and reports the results the employer
3.3 The contractor shall conduct semi-annual emergency evacuation training for the employer-s personnel and report the results.
4. Providing
Safety
Information
4.1 The contractor provides regular (weekly/monthly) safety information about Baghdad and Iraq to the employer
• The contractor must provide the latest safety information* for a specific region requested by the employer from time to time within one week.
• (Safety information) Cases of conflict and terrorist threats in the area within the past 6 months, restricted areas to visit in the area, facilities and evacuation routes available for evacuation in case of emergency, facilities providing emergency medical services to foreigners, other precautions when visiting, etc.
4.2 If an emergency situation such as terrorism or armed conflict occurs, the contractor shall immediately provide information to the employer
5. Reporting
System Monthly performance reporting
• The report on the results of task performance must include the status of security personnel, the status of equipment provision, and the results of service inspection and training.
• The contractor reports the results of task performance to the employer every month.
