Tenders are invited for Provision of Supplies, Works and Services for the Project for the Development of the SéVaré - Mopti Section of National Road N°6 (rn6) and Urban Roads in the City of Mopti

The Project includes the following components:



Component 1 : Studies

These are the detailed technical, economic and environmental and social impact studies relating to the Project. They were carried out in January 2020 with funding from the National Budget.

The contract financed under this component was a service contract.



Component 2 : Works

The works consist of the development of the following axes and road sections:

· lot 1: the section of the RN6 road between Sévaré and Mopti over approximately 12.127 km;

· lot 2: the Mopti Ambodéjo airport bypass in the town of Sévaré over approximately 14.047 km, including street 124 (0.288 km) in Sévaré Sector III;

· Lot 3: Medina Coura street in Mopti over 5.321 km .

· lot 4: 5.396 km of roads in Sévaré.



They include: i) site facilities; (ii) clearing of rights-of-way; iii) execution of earthworks; iv) construction of the pavement and surfacing; (v) sanitation and drainage; (vi) execution of signaling and embankment protection works; vii) public lighting and viii) related works.

The contract financed under this component is a works contract. It was awarded in April 2020 to the company EGK. It will be supplemented by an amendment for the payment of the conditional phase of the road works.



Component 3 : Works control and supervision

Works control and supervision services include: i) review of technical studies; ii) verification of the detailed calculation notes and validation of the execution plans; iii) technical, administrative and financial monitoring of works execution; (iv) control of the quality of works and the quantities implemented; and (v) control and monitoring of the implementation of environmental and social measures

The contract financed under this component is a service contract. The contract was awarded in April 2020 to the CIRA SA office. It will be supplemented by an amendment for the assumption of responsibility for the conditional phase of the works control and supervision services.

Component 4 : Environmental and social measures

They concern all the measures recommended in the Environmental and Social Management Plan (ESMP), including in particular: (i) the planting of trees of species suitable for the project area; (ii) rehabilitation of borrow pits and quarries; iii) sensitization measures for workers and local populations on STDs/AIDS during the works implementation phase; iv) informing personnel and populations about water conservation; (v) solid waste management; (vi) compensation for Persons Affected by the Project (PAP) and/or compensation for loss of economic activities; iv) general information for the public and road users; and (v) control of road safety during works execution.

Some of these activities are integrated into the labor market. They specifically concern:

· the single acquisition of a DT125 motorcycle: May 2022;

· acquisition of sound level meters: May 2022;

· acquisition of multi-parameter kits: May 2022;

· acquisition of the GPS unit: May 2022.

· the implementation of environmental and social measures (tree planting, Information-Education-Communication (IEC)-awareness-raising activities): May 2022 ;

The contracts financed under this component are essentially service and supply contracts.



Component 5 : Project Management :

This component concerns institutional support, capacity building and project monitoring and evaluation . It mainly includes:

· the acquisition of computer and office equipment: two (02) desktop computers, three (03) laptops, one (01) printer and one (01) multifunction copier: May 2022.

· the supply and installation of the ALIZE software (including training) and specific equipment for the benefit of the General Directorate of Roads (DGR): July 2022.

project monitoring-evaluation: the establishment of a monitoring-evaluation system within the DGR in order to ensure, among other things, the programming, monitoring and coordination of project activities and results: June 2022.



The contracts financed under this component are essentially supply and service contracts.



Component 6: Technical and financial audit : October 2023.

These include verifying: (i) the regularity of procurement procedures; (ii) execution of the works in accordance with the technical requirements of the contract; (iii) meeting deadlines; iv) the quality and regularity of the intervention of the works control and supervision mission; v) the reconciliation between the accounts and the accounting documents and vi) the financial situation of the project. These services will be carried out in a one-off mission, lasting one (01) month, after the provisional acceptance of the works.



The contract financed under this component is a service contract.



The methods of procurement of goods, services and works of the two tranches will be procured as follows:

· Restricted business consultancy for road works:

o contract awarded in March 2020 to EGK for the firm phase;

o Amendment to the contract of the EGK company for the management of the conditional phase of the road works;

Restricted consultation:

o on the basis of a list of six (06) consulting firms for road works control and supervision services:

§ contract awarded in April 2020 to the CIRA SA office for the firm phase;

§ amendment to the CIRA SA office contract for the assumption of responsibility for the conditional phase of the work control and supervision services;

o on the basis of a list of six (06) offices established in the WAEMU zone for technical and financial audit services;

o on the basis of a list of six (06) specialized offices for monitoring-evaluation services;

o on the basis of a list of six (06) national NGOs and specialized companies for IEC-Awareness-raising activities relating to environmental and social measures;

· Collaboration agreement between the General Directorate of Roads (DGR) and the National Directorate for Sanitation, Pollution and Nuisance Control (DNACPN) for monitoring the implementation of environmental and social measures;

· Direct agreement between the contracting authority and the training organization visualized ITEC, for the capacity building component with acquisition of the ALIZE software and specific equipment for the DGR;

· National call for tenders for the other acquisitions of rolling stock, IT and office automation provided for in the “Project management” and “Environmental and social measures” components.



More specifically, within the framework of the implementation of the project, the Government of the Republic of Mali and the West African Development Bank have agreed on a mode of financing in two tranches.



All goods, services and works financed by loan will be procured in accordance with the provisions contained in the documents entitled: (i) Guidelines for the procurement of goods, works and services (other than consultancy services) financed by a loan or advance of funds from the West African Development Bank (BOAD); ii) Guidelines for procurement and consultancy services financed by a loan or advance from the West African Development Bank (BOAD); and (iii) Mali's Public Procurement Code, with respect to national approval procedures. Said markets will require BOAD's Notice of No Objection (ANO).



Specific notices relating to the various contracts which must be awarded in accordance with BOAD's international competitive bidding procedures will be published, as soon as they are communicated, on the Bank's website (www.boad.org), in DGMARKET, in L'ESSOR or and in a national daily with wide circulation in the borrower's country.
