Tenders are invited for Psychosocial Support and Education Recovery for Conflict-Affected Children from Gaza, Jenin, and Tulkarm Camps
Terms of Reference (ToR) for consultant to Conduct Comprehensive PTSD Assessment in Jenin Camp.
Deliverables
- Inception Report: A detailed work plan, assessment methodology, and timeline within one week of the start date.
- Validated Assessment Tools: Develop and recommend tools for PTSD assessment, to be validated by HI before use.
- Interim Progress Reports: Weekly progress reports detailing the assessment activities, challenges, and preliminary findings.
Final Report
- A comprehensive assessment report including:
- Screening results for PTSD symptoms.
- Detailed analysis of PTSD prevalence and intensity
- Classification of children based on their needs.
- Recommendations for MHPSS services and other interventions.
- Summary of home visit findings and specific recommendations for families
affected by military escalations.
- Findings, needs, gaps, and challenges to support the development of
advocacy materials by HI.
5. Duration and Timeline
The consultancy is expected to commence on August 10, 2024, and be completed by September, 15, 2024. The final report should be submitted no later than September 20, 2024.
6. Qualifications and Experience
The consultant(individual\firm) should possess the following qualifications and experience:
- Advanced degree in psychology, psychiatry, or a related field.
- Proven experience in conducting mental health evaluations (PTSD assessments is a strong asset), particularly with children in conflict-affected areas.
- Knowledge of evidence-based assessment tools and methodologies for PTSD.
- Strong analytical and report-writing skills.
- Ability to work collaboratively with diverse stakeholders.
- Independency and autonomy; The person will be responsible to connect and implement the assessment, with the support of HI.
- Experience in proposing MHPSS services tailored to the outcomes of the findings.
- Experience in developing advocacy materials based on research findings.
- Fluency in Arabic and English is preferred.
7. Application Process
Interested consultants (individual\firm) are invited to submit the following documents:
- A detailed proposal outlining the assessment methodology, work plan, and timeline.
- Curriculum Vitae (CV) highlighting relevant experience and qualifications of the consultant(s).
- Examples of previous similar work or assessment reports.
- A financial proposal including the consultant's fee and any other associated costs.

Submission of applications
Bids from interested individual consultants or firms should include:
• A detailed technical offer that includes the methodology and evaluation plan, an
alternative plan in case the current context doesn-t allow for in person
interviews/activities and timeframe.
• A detailed financial offer that covers all anticipated costs (taxes, travel,
accommodation, transportation, insurance, translation, etc.).
• All prices shall be Vat-exclusive in ILS shekel.
• Valid Vat registration number, HI will utilize Vat exemptions for successful
candidates according to Palestinian Vat Tax system.
• A CV (list of CVs) detailing relevant skills and experience of the consultant and
her/his team of no more than 3 pages each, including contactable referees. In
case of team of experts, the Team Leader must be clarified.
• At least one sample of a relevant previous evaluation preferably for
international donor funded project in a similar area or context.
