DescriptionThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation document will not be issued.This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular [FAC 2024-02, effective 1/22/2024].The associated North American Industrial Classification System (NAICS) code for this procurement is 541611, with a small business size standard of $24.5 million.The purpose of this solicitation is to select a contractor to provide all resources necessary to accomplish the deliverables described for this IDIQ and Initial Task Order. The contractor shall be responsible for providing review and monitoring of EUL projects in the post-transaction phase of the lifecycle (i.e., after lease execution), including independent trust agreements, accounting services, financial services for all financial structures under the enhanced-use lease program, and to provide auditing services. The selected contractor will also provide support for the development and ongoing transaction of executed enhanced-use leases and to obtain post transaction services support for Section 111 Historic Reuse projects.Offerors will provide a proposal to support both the IDIQ and the initial Task Order included in this solicitation.
