Expression of Interest are invited for Recruitment and Data Collection for Entrepreneurship E-Learning Pilot in Ethiopia.

Based within the World Banks Africa Gender Innovation Lab (GIL), the Innovations in Financing Women Entrepreneurs (IFWE) project is an initiative to pilot, scale up, and evaluate new approaches to empowering Ethiopias women entrepreneurs. IFWE acts as a catalyst for innovation by designing programs that provide women entrepreneurs with the knowledge, tools, and confidence to succeed. IFWE also carries out rigorous research to measure the impact of these innovations and promote evidence-based policies.
As part of its work on innovation in entrepreneurship training, IFWE is collaborating with the business e-learning platform Quantic (www.quantic.edu) to develop and deliver a mobile entrepreneurship training tailored to the needs of women business owners in Ethiopia. For some participants, the training will be complemented by a peer networking initiative using a mobile messaging app. GIL will conduct an impact evaluation of the pilot with a total of 2, 500 participants distributed across five groups: app-based learning with mobile networking (500 participants), app-based learning without mobile networking (1000: 500 invited to in person demo sessions and 500 offered the app without attending demo sessions), in-person training without mobile networking (500), and control group without access to training services (500).
As part of this pilot, GIL seeks to contract a qualified firm to lead the recruitment of eligible women entrepreneurs for participation in the study, support the on-boarding of selected participants, and facilitate the online baseline survey. Program activities and participants will be based in Addis Ababa and, possibly, one additional city.

Assignment
The firm will be responsible for the following:
Set up an online self-registration form for women entrepreneurs interested in participating in the training program and study. GIL will advertise the program and share the link via its existing network of entrepreneurs, as well as through social media and partner organizations.
Conduct an additional phone or social media recruitment campaign (list of targeted social media platforms and list of potential participants and their phone numbers will be shared by GIL), until the necessary sample size has been reached;
Host and facilitate in-person information sessions for at least 2, 000 women entrepreneurs; assist participants in downloading the mobile app and completing a 30-minute online baseline survey. Additional participants will be invited to information sessions until 2, 000 complete the baseline survey.
Develop detailed work plans/procedures for the recruitment campaign and baseline survey; translate, test and format the self-registration form and baseline survey; clean, code, and label the resulting datasets;
Recruit, train and manage a team of enumerators, supervisors, and data analysts for the above tasks;
Provide regular updates throughout the engagement, respond to feedback from GIL and adapt work plans and procedures where necessary.
Contract Duration
The contract duration is expected to be April 2022 December 2022.
Selection Criteria
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the above services. The expression of interest may include additional information materials such as brochures, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff.

Firms will be shortlisted based on the following criteria: (i) experience recruiting participants for training programs, especially in the field of entrepreneurship training; (ii) experience in digital data collection, using online forms and/or mobile applications; (iii) capacity in database design, data management, and statistics; (v) logistical capacity to host recruitment meetings in Addis Ababa and other Ethiopian cities.
