Expression of Interest are invited for Recruitment of Project Management Cabinets for Studies, Monitoring, Management of Rehabilitation and Upgrading Work of Regional Hospital Centers (CHR) of Bondoukou, Odienne and General Hospitals (HG and Tanda) Tengrela.

The Ministry of Health and Public Hygiene (MSHP) obtained funds under the Debt Reduction and Development Contract (C2D) signed between France and Côte d'Ivoire and managed, on the French side, by the Agency Française de Développement (AFD), and intends to use part of these funds to finance project management services aimed at carrying out studies, monitoring, control and management of rehabilitation works. and the upgrading of four hospitals in the north-west and east of Côte d'Ivoire as part of an ambitious program to resize these structures in order to balance the health supply on Ivorian territory.The hospitals concerned are the Regional Hospital Centers (CHR) of Bondoukou and Odienné (reference level located between the General Hospitals and the University Hospitals) and the General Hospitals (HG) of Tanda and Tengrela (between the health structures first level and CHR).

The selected Consultant will be responsible for carrying out hospital programming studies, pre-project studies (APS and APD), tender documents (DAO) for the selection of works and equipment companies, Environmental and Social Impact Studies (ESIA), Environmental and Social Management Plans (ESMP) and equipment maintenance plans. He will assist the contracting authority in the process of awarding contracts for works and equipment, will ensure the monitoring, control and management of the works as well as the reception of equipment relating to the lots below. The work will be carried out on an occupied site and the Consultant will have to support the contracting authority to organize a continuity of service in conjunction with the selected companies and the hospital departments.


The market is subdivided into two lots. The Consultant may apply for one or both of the following lots:

The goal of the project is to transform these structures, initially designed as health centers, into hospital structures with complete and efficient technical platforms. It also aims to review the patient journey and optimize the functionality of buildings, services and equipment.
This involves i) the rehabilitation of essential infrastructure (drinking water supply, electricity supply, waterproofing of buildings, sanitation, collection and treatment of waste); ii) the creation and / or resizing of “hot nuclei” (sorting of patients, emergencies, operating theaters, intensive care, pharmacy, laboratory, imaging, etc.); and iii) optimization and extension of reception capacities (outpatient and hospitalization). More generally, the project will aim to make the structures fully capable of responding sustainably to the health needs of the populations served. It is ultimately a question of achieving a functional and architectural reconfiguration of these health establishments.

For information, the national recommendations provide for an operating theater for a CHR composed of 3 functional rooms and 150 beds for a population basin served by 150, 000 inhabitants, and at the level of a HG an operating room made up of 2 functional rooms and 50 to 100 beds for a catchment area of ​​100, 000 to 150, 000 inhabitants. These elements will be adapted by the selected Consultant according to the existing hospital offer and under construction in the regions concerned (Cf. map in appendix 1).

The C2D Health Project Coordination Unit (UCP C2D Santé) invites Consultants to express their interest in providing the Services described above.
This Call for Expressions of Interest is addressed to:

The procurement will be carried out by open call for tenders, as defined in the Public Procurement Code at Article 62, to all Eligible Candidates.

The eligibility criteria for AFD financing are specified in article 1.3 of the “Guidelines for the Procurement of Contracts financed by AFD in Foreign States”, available online on the AFD website www .afd.fr.

Interested Consultants must provide information demonstrating that they are qualified and experienced to perform the present services. As such, they will justify that they have references of recent and similar services (provide the project sheets (see appendix 2) accompanied, preferably, by certificates of good performance or proof of the service).

If the Consultant is formed as a consortium, the expression of interest must include:
- a copy of the consortium agreement concluded by all of its members
or
- a letter of intent to form a consortium in the event that its proposal would be accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.

The Consultant must include with his application the Declaration of Integrity dated and signed (see appendix 3).

The similarity of the experiences presented will be analyzed according to the similarity with the scope, nature and areas of technical expertise to be mobilized for the services to be carried out as described above. The experiences will be assessed according to the following criteria:

1. Skills and past experiences sought as a priority within the experiences presented by the Consultant (preferably by the representative in the event of a consortium):
o Hospital programming and studies (APS and APD) in the field of technical platforms (operating theaters, intensive care, etc. including equipment) and hospitalization services,
o Drafting of specifications for the selection of construction companies and equipment suppliers for rehabilitation or hospital construction projects,
o Supervision of this work and the installation of equipment
o Engineering skills for all types of '' states applied to hospital structures (civil engineering, plumbing, electricity, sanitation, fluids, biomedical equipment, etc.)

2. Skills and past experiences considered as assets within the experiences presented by the Consultant (preferably by the representative in case of grouping):
o Hospital programming and studies (APS and APD) in the field of technical platforms (operating theaters, resuscitation ... including equipment) and hospitalization services and supervision of these works in a developing country and preferably in sub-Saharan Africa, even in West Africa.
o Development of a maintenance plan for hospital equipment in a developing country and preferably in sub-Saharan Africa, or even in West Africa.

3. Skills and past experiences sought as a priority within the experiences presented by the Consultant (at least one of the firms in the event of a consortium):
o Management of construction works (supervision, scheduling, piloting and coordination) applied to the construction and / or extension and / or rehabilitation and / or reconfiguration of buildings open to the public (preferably on occupied site) in a developing country, and preferably in sub-Saharan Africa, or even in West Africa.
o Development of environmental and social studies and environmental and social management plans and implementation of these plans applied to rehabilitation and / or reconfiguration and / or construction of hospitals or technical centers of a hospital .

4. Skills and past experiences considered as assets within the experiences presented by the Consultant (at least one of the firms in the event of a consortium):
