Expression of Interest are invited for Regional co2 Import/Export Market and Carbon Market Opportunities for co2 Storage in Timor-Leste
Task 1 Regional CO2 Storage Market Assessment and Roadmap. Task 1 will involve the assessment of the potential market for future international CO2 trade in the East Asia and Southeast Asia and Pacific regions to understand the potential for the Bayu-Undan CO2 storage project to become a regional CO2 storage hub. The review will consider potential future industrial CO2 sources in Timor-Leste as well as other potential CO2 sources in the region and their viability for CO2 export. The assessment will cover countries such as Australia, Indonesia, Japan, Singapore, and South Korea, and include an assessment of potential CO2 sources, volumes, transport options ship or pipeline, estimated costs and market development timeframes, as well as reviewing current and prospective regional policies that would influence CO2 markets (eg. Carbon taxes). Consideration would also be given to other potential CO2 storage hubs in the region and key factors that will impact the relative competitiveness of the Bayu-Undan project. Based on the assessment of the potential regional CO2 import/export market, Task 1 will develop a roadmap that outlines the key actions for the GoTL that will be needed to develop a competitive international CO2 storage hub in Timor-Leste.
Task 2 Carbon Market Assessment. Task 2 will involve an assessment of CCS in global and regional carbon markets and other climate change mitigation related markets and policy mechanisms with an emphasis on markets that are/could be accessible to the CCS hub in Timor-Leste. The assessment will include a review of CCS eligibility; market structure e.g. where in the CCS chain are credits awarded; current and historic carbon credit prices as well as forecast future prices; market depth; etc. Where a CCS project in Timor-Leste may not, or is not currently eligible for a specific market, a discussion will be provided as to what actions would be required to test/facilitate its inclusion, including who would be the determining authority in each case.
Submission Requirements
The IFC invites eligible consultants to submit an Expression of Interest (EOI) to provide services for the implementation of the above-described activities. Prospective consultants must provide information indicating that they are qualified to perform the requested services (roles and responsibilities of all team members, qualifications of all team members (CVs) and their skill sets relevant to the assignment, description of specific experience and/or similar assignments, company brochures, etc.)
