Senate Bill (SB) 2627 (88th R.S) created the Texas Energy Fund (Fund) tosupport the construction, maintenance, modernization, and operation of electricgenerating facilities. The Fund (i) provides low interest loans to financeupgrades for existing dispatchable generating facilities and the constructionof new dispatchable generating facilities within the Electric ReliabilityCouncil of Texas (ERCOT) power region; (ii) provides completion bonus grantsfor the construction of dispatchable electric generating facilities in theERCOT power region; (iii)awards grantsfor transmission and distribution infrastructure and electric generationfacilities outside of the ERCOT power region; and (iv) establishes the TexasBackup Power Package program.SB 2627 iscodified in Chapter 34 of the Public Utility Regulatory Act (PURA) and TexasHealth & Safety Code § 382.069.TheFund is overseen by the Public Utility Commission of Texas (PUCT).
