Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Starter Generator, NSN 2925-00-465-6344GA, Part Number 209-060-221-3.

ITEM DESCRIPTION

The Starter Generator is designed to provide torque for engine starting and to generate DC electrical power. It consists of a basic Starter Generator Model 23046-022 and Mounting Kit 23046-516. This starter generator is a self-excited machine incorporating four main poles and four interpoles with a series winding for engine starting. An integral fan draws air in at the anti-drive end of the machine to permit self-cooled operation at all rated conditions. The fan is protected by a screened cover.

IMPEDIMENT TO COMPETITION

The Starter Generator is designed, qualified and manufactured exclusively by Safran Power USA, LLC, (CAGE 3CPE0) for the UH-1N helicopter. No commercial aircraft item fits the criteria and only Safran Power has the necessary data to produce it. The Starter Generator is not under the configuration control of the Government. Safran Power designed the Starter Generator to work on the UH-1N helicopter.

The Government does not own the data. The Government does not have a complete data package to facilitate a competitive procurement of the Starter Generator.

INTEREST

The DLA/AWB Contracting Office intends to award a sole source contract to Safran Power USA, LLC for the manufacture of the Starter Generator in support of the UH-1N helicopter program.
