For this purpose, the procurer conducts a planning competition in accordance with the Procurement Ordinance (VgV) § 69 ff or a single-stage, limited-open, interdisciplinary implementation competition in accordance with the "principles and guidelines for competitions in the areas of spatial planning, urban development and construction"(GRW Saar 2015) Paragraphs 2.2 and 2.4.3 with a preceding, open participation competition followed by a negotiated procedure without a participation competition in accordance with Section 14 Paragraph 4 No. 8 VgV. The competition is aimed at teams of architects and landscape architects. The competition is anonym. The names of the participants will only be made known to the members of the jury after the jury has made its decision. The competition language is German.

The competition is carried out in coordination with the Saarland Chamber of Architects and is listed there under the notenumber 02-2024 I registered. In a first step, the procurer chooses via an open procedure in accordance with Section 71 Paragraph 3 VgV in conjunction with.
