Request for proposals are invited for Research Evaluator - Climate Change Adaptation and Local Government in Tuvalu

Working under the supervision of the Technical Consultant for the project and in close coordination with the WRI Project Manager and the UNCDF LoCAL Facility Manager, the local consultant will:
1. Review key LoCAL global documents (global project document, LoCAL guidelines, ‘assessing climate change adaptation framework-, reports, including technical design elements, from inception to date etc) to familiarize themselves with the LoCAL mechanism.
2. Review how the LoCAL/PBCRGs operate in Tuvalu (e.g., annual performance assessments, technical and capacity building support).
3. Articulate research questions, methodologies and data collection tools per the analytical framework, in consultation with the Technical Consultant and WRI Manager.
4. Reach out to key stakeholders for appointments and to set up interviews and focus group discussions, in consultation with the LoCAL team.
5. Map the public administration context of each of the 2 sites in Tuvalu, including political context, level/degree of decentralization, role/responsibilities of local governments especially in relation to budget decision-making and adaptation-related actions, validity of participation in elections/other processes (through desk reviews, interviews with key informants)
6. Travel to the 2 sites to conduct stakeholder mapping at each of the 2 sites, including through semi-structured interviews, focus group discussions, and snowball mapping.
7. In the 2 sites, assess who engaged in the LoCAL mechanism process and how (through semi-structured interviews and focus group discussions)
8. In the 2 sites, assess who did not, or only superficially, engaged in the LoCAL mechanism process (through semi-structured interviews and focus group discussions)
9. Synthesize and analyze findings according to a set of pre-determined questions and undertake additional targeted interviews as needed to do so.
10. Write up the analysis in a report (max. 10 pages) and a case study (max. 5 pages) both based on the analytical framework for this project.
