IntroductionUNDP wishes to engage the technical expertise of a multidisciplinary Consulting Firm in support of research, policy and planning for transport decarbonization and e-mobility in Samoa. The Consulting Firm will be responsible for expert and strategic technical support to the UNDP Samoa Multi-Country Office (MCO) in its capacity as the Project Implementing Partner, and the Government of Samoa, as the Project Senior Beneficiary, by delivering on key enabling policy and planning, finance, advocacy and capacity development activities. Implementation of the scope of work will require physical presence of the experts at the location for stakeholder consultations, including with Government of Samoa ministries, agencies and state-owned enterprises (including but not limited to the Ministry of Works, Transport and Infrastructure, Land and Transport Association, Electric Power Corporation, Ministry of Finance, Ministry of Natural Resources and Environment, Ministry of Education, Sports and Culture, Ministry of Agriculture and Fisheries, Ministry of Police and Prisons, Ministry of Health, etc.), as well as non-governmental organisations, private sector and civil society.
