DF0 is the state's professional body for financial management, good decision-making bases for state measures, organization and management in the state, as well as for procurement in the public sector. Certification scheme for public procurement (SOA) is one of the authorities' instruments to increase competence inpurchasing Norway. The aim of the certification scheme is to contribute to the raising of competence and professionalisation within the procurement profession, and to give purchasers in the public sector the opportunity to document competence in procurement professional assessments and use of the procurement regulations in accordance with the professional planno.
