As the recipient of these federal funds, Caltrans is responsible for ¿filling the shoes¿ of the FTA to ensure that subrecipients are in compliance with 49 CFR Part 40 and Part 655. Approximately eighty-nine (89) subrecipients receive FTA §5311 and §5311(f) funds from Caltrans. Twenty-four (24) of these subrecipients receive direct Drug and Alcohol Program oversight from the FTA because they also receive FTA §5307 urban resources. This means approximately 65-70 subrecipients will need direct services offered through this contract. These subrecipients are located throughout California, sometimes in very isolated localities.Proposer shall develop a program to evaluate each subrecipient¿s compliance, follow-up on subrecipient¿s activities to achieve compliance, provide ongoing technical assistance to comply with requirements, report program status, and to coordinate training that is identified throughout theduration of the contract with Caltrans.
