The City of Redondo Beach (“City”) is soliciting proposals from qualified companies to provide integrated parking citation and parking permit management services. This includes the processing and collection of parking citations, and the application, payment, and issuance of parking permits. Services shall be provided by a web-based application for use by outside customers and accessible by City staff. It is the intent of this Request for Proposal (RFP) to allow the City to select the most qualified and dependable company to provide this service at a reasonable, fair, and competitive price. The award resulting from this RFP will be a fixed 3-year contract with two (2) optional 1-year extensions. The initial term is projected to begin July 2025. There is no expressed or implied obligation for the City to reimburse responding organizations for any expenses incurred in preparing proposals in response to this request.The overall goal of this RFP is to select a vendor to provide a full parking citation and parking permit management system. In addition, the City is also requesting information and costs for an administrative review and hearing tracking system for citation appeals to assess the functionality, capability, and cost of such a system should the need arise for the City to implement in the future.Vendor shall be responsible for provision and maintenance of a web-based customer facing portal for citation and permit payments, software for back-end management of permits and citations, hardware and software for citation issuance, option for entry of manual citations and payment processing for mail-in payments, call center with in-person response for customer questions regarding payment, or web-based support by email, technical support for City staff by phone and email, timely training for City staff on hardware and software including updates, and interface with CA Department of Motor Vehicles (DMV) and CA Franchise Tax Board (FTB).
