On November 15, 2022 the Controller-s Office established a pool of suppliers with demonstrated successful experience in Managed Care Contracting & Health Network Development Services, that are prequalified to enter into contract negotiations with the City and County of San Francisco (“City”). Pursuant to San Francisco Administrative Code Section 21.4 (d) (3), the City intends to re-open the pool. Firms prequalified under the existing pool are not required to take any action to remain prequalified under this midterm opener RFQ, but may choose to submit updated information regarding their qualifications. Should firms prequalified under the existing pool choose to submit an updated proposal, it will be subject to the new evaluation. The City seeks responses from firms demonstrating successful experience in health care consulting and/or health network development in one (1) or more of the following two (2) Service Areas: Service Area 1: Finance and Analytics. Service Area 2: Health System Strategy and Implementation Support. These services will be used to assist the San Francisco Department of Public Health-s (“DPH”) Health Network (“SFHN” or “Network”) and other departments as the City further develops its Office of Managed Care; develops strategies to negotiate, enter into and implement managed care contracts with Medicaid plans, commercial plans and other payers; and otherwise implements strategies needed for the changing health care environment. These services will also be used to support system change and expand managed care delivery systems into new areas of the Network and other City departments. The Affordable Care Act (“ACA”), Medicaid Waivers (“CalAIM”), and state and local legislation are the driving forces for many of these changes.
