Expression of Interest are invited for Scaling ITO in Iraq

IFC is seeking a consulting firm with IT sector expertise to conduct an assessment aiming at increasing the ITO demand and identifying opportunities for growth in the ITO sector in Iraq, as well as increase the talent supply that can meet such demand. Affiliations between local and global consulting firms are welcomed.

The assessment will cover the following:

1. Outsourcing Sector: Size and Components

Define the sector-s growth trajectory, include sub-sectors (BPO, ITO, SSCs, KPO) as measured by headcounts, revenue, and export volumes.
Compare IT services versus other industrial sectors as a contributor to Iraq-s economy
Delineate hubs of IT activity, including both Iraq and the Kurdistan region, with additional details on industry presence in major cities.
2. Talent Pool Characteristics

Overview of annual graduates from all relevant universities and university degree programs
Estimate the number of software developers with breakdowns for key programming languages
Provide estimates of English-ready work population using international standards (B2, C1, etc.)
Assess talent pool size for self-taught/certificate-trained programmers and related IT specialists (Ux/UI, DevOps, etc.)
Calculate level of IT-related services completed on-site versus remotely
Demographic details: Provide a breakdown of key jobs by 10-year age spans; also assess female participation in BPO, ITO.
3. Growth Capacity

Gauge digital literacy in Iraqi society and tech usage among businesses
Calculate IT sector exports versus other Middle Eastern, North African and Central Asian markets, based on a commonly used scale (e.g., IT exports per capita)
Estimate salaries within the IT sector for core roles, including major software developer categories, related jobs and managerial roles
Index salaries to cost of living
Offer estimate of commercial real estate availability and costs per/m2 (Class A, Class B) in major cities
Calculate average internet costs across the country, including fixed vs. mobile costs, as well as MENA benchmark of prices
Assess AI readiness among outsourcing workers.
4. Competitive Strengths

List largest outsourcing companies in Iraq, based on revenue and/or employee headcount
Based on interviews with ITOs, create list of marquis brands with customer services teams or projects with software developers in Iraq
List tax benefits for outsourcers in Iraq
Identify competitive strengths and niches of opportunity
