CONTExTUNICEF (United Nations Fund United for Children) has the mandate to support the Governmentof Mauritania in its commitment to defend the rights of children, to help meet their essential needs and to promote their full development. In Mauritania, UNICEF contributes to the development and implementation of programs 'social assistance, aimed at strengthening the systemsnational social protection plans in the medium and long term in Mauritania. Through the project "Response to the COVID-19 pandemic through social protection systems in the Sahel" funded by the BMZ, immediate support will be provided to Mauritania to meet the massive needsgenerated by the pandemic, as well as to help strengthen overall national capacities to adapt and build social protection systems more responsive to shocks and sensitive to child nutrition and protection. The COVID-19 pandemic has had a considerable impact on the ecoeconomy, which has affected the labor market, living conditions and the general well-being of populations. This situation is particularly critical in rural areas and disproportionately affects vulnerable socioeconomic groups, including people with disabilities.. The socio-economic indicators for these groups are alarming and require urgent attention. It becomes imperative to establish more holistic and sustainable social assistance programs, which not only respond to immediate needs in times of crisis, but also facilitatea smooth transition towards long-term economic and social recovery. The Mauritanian government is committed to promoting human development and developing social inclusion policies to improve the living conditions of vulnerable groups, paying particular attention tore to people with disabilities. Through the implementation of initiatives that promote productive inclusion, social assistance programs will contribute to helping beneficiaries not only survive a crisis, but also thrive in the long term. To do this, it is essential tosupport social assistance programs in the implementation of economic activities that improve the quality of life of vulnerable groups and their financial autonomy while strengthening the technical capacities of individuals and communities to anticipate, resist and recover from shockssocio-economic or environmental. It is within this framework that the Ministry of Social Action, Children and Families (MASEF) with the technical and financial support of UNICEF, intends to mobilize technical assistance independent expertise to design and support the implementation ofinnovative, feasible and sustainable income-generating activities (AGR). MISSION OBJECTIVES1.1. General objective The main objective of this consultation is to provide technical assistance to identify, develop and implement a repertoire of generating activitiess of viable income, in order to contribute to sustainable development and poverty reduction.1.2. Specific objectivesMore specifically, this call for consultation consists of achieving the following objectives: • Mapping local economic opportunities: carrying out an analysisin-depth analysis of local economic sectors to identify niches of viable and sustainable income-generating activities, taking into account regional specificities and available resources. • Develop a directory of income-generating activities: design an income-generating guide/SOPs 'actionviable and sustainable projects, including feasibility analysis, market studies, and implementation strategies adapted to local/regional/national contexts and the capacities of beneficiaries.10• Strengthen the capacities of promoters (beneficiaries): develop and run programstraining and capacity building adapted for beneficiaries, in order to prepare them to start, manage and sustain their income-generating activities.
