Tenders are invited for Selection of a Firm for Technical Assistance in Strengthening the Regulator's Capacities for the Electronic Communications and Postal Regulatory Authority (Arcep) of the Central African Republic
2 - The main objective of this call for expressions of interest is to request the services of a firm (“technical assistance”) within the framework of strengthening the technical and professional capacity of the Regulatory Authority for Electronic Communications and of the post office (ARCEP) to better fulfill its missions in the territory of the Central African Republic. The specific objectives are split into components:
COMPONENT 1 : Equip the Regulator to better monitor progress in infrastructure deployment, identify infrastructure gaps and plan future investments.
Technical assistance will focus on the main components below:
· Understand the socio-economic-strategic issues of infrastructure;
· Know the main infrastructures of network architecture;
· Master the different legal and contractual options for operating networks;
· Know and understand the engineering rules for the deployment of infrastructures and the operation of telecom technologies;
· Master the use of telecoms measurement equipment and network equipment;
· Understand and master the infrastructures, technologies, deployment, connection and qualification of telecom networks;
· Locate gaps and plan infrastructure development through investment oriented towards cost, quality and accessibility.
COMPONENT 2 : Train the beneficiary to effectively monitor quality of service (QoS), operators' coverage obligations and the operationalization of a market observatory.
Technical assistance, on the QoS and market observatory aspects, must be focused on:
· the basic concept of QoS/QoE;
· the development of obligations in terms of QoS/QoE (Voice and Data);
· the development of the QoS measurement protocol;
· evaluating the performance of fixed and mobile networks in a multi-network environment;
· assessment of poor QoS/QoE;
· collecting and analyzing QoS/QoE data;
· determining the types of services and indicators to collect
· the development of regulations governing the activity of collecting statistical data from primary sources and secondary sources
· collection, processing and analysis of data from primary and secondary sources;
· the evaluation of the price basket;
· good practices in publishing from the electronic communications market observatory.
COMPONENT 3 : Supervise the Regulator in improving spectrum management.
Technical assistance will focus on the main components below:
· Provide the basic concepts of the various spectrum management methods;
· Enable participants to plan, establish and maintain a spectrum management regime according to established objectives and needs;
· Provide the practical know-how to operationalize an automated spectrum management regime;
· Have in-depth knowledge of the radio frequency spectrum, its management and regulation;
· Prepare for future technological changes that may affect spectrum management.
COMPONENT 4 : Strengthen the skills of beneficiaries in postal regulation.
Technical assistance will focus on the main components below:
· Harmonization of postal regulation;
· Identify gaps in quality of service;
· Procedure for controlling postal operators;
· Market studies and development.
