Expression of Interest are invited for Situation Assessment on Access to Childcare in Senegal

The objectives of this consultancy are (1) to draw a preliminary assessment of the state (supply and demand) of the childcare services in Senegal; (2) to understand the childcare entrepreneurship ecosystem, including current barriers and potential strategies to support childcare providers. This study will use a qualitative approach to help the team gain a thorough and nuanced understanding of the childcare sector by conducting:

1. An assessment of the regulatory frameworks around care provision (laws, regulations, licenses, permits, standards).

2. A supply assessment of childcare services.

3. A household and demand assessment of childcare services.

The supply assessment will be a census-type study of available services for the population living in the locations determined by the World Bank to be covered by the study. These locations are urban, peri-urban and rural areas around the following regions/cities: Diamniadio, Fatick, Kaffrine, Kédougou, Kolda, Louga, Sédhiou, Tambacounda, Thies. It will investigate the types of childcare services available to households, (including public, private, and community-based options), and explore their quality, cost, operating model, and accessibility, as well as the social perception and normative views around care and the use of the different available alternatives.

The demand assessment will include both focus group discussions (FGD) and individual questionnaires/ household surveys. The firm is responsible for the sample selection, but the methodology should be cleared by the Bank. More details are listed in the “Main Tasks” section. The FGD will include an exploration of time use and will also examine the care needs of families with children, and barriers to access childcare. It will follow, when possible, the dynamics of care demand and supply at the household level, with a focus on placing women and their labor for engagement at the center of the research. The FGD will be mainly qualitative but could include complementary individual questionnaires with additional quantitative data on key issues.
