ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a quantity of four (4) Single Board Computers Part Number VPx3-1260-C252E51 and a quantity of two (2) Rear Transition Modules Part Number RTM3-SBC-0002. These components are specifically designed for the Government use by the Original Equipment Manufacturer, DY4 Inc. (Curtiss-Wright Defense solutions) to integrate with the Electro Optic Turret Unit of the Multi-Spectral Targeting System. The lead time for the single board computer is twenty weeks and the rear transition module has a lead time of twelve weeks

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source only DY4, Inc. of 20130 Lakeview Center Plaza, Suite 200, Ashburn, VA 20147-5904, Cage Code 0Y9V5, under the authority of FAR 13.106-1(b). This is being solicited on a sole sourced only basis because these components are specifically designed for the Government use by the Original Equipment Manufacturer, DY4 Inc. (Curtiss-Wright Defense solutions) to integrate with the Electro Optic Turret Unit of the Multi-Spectral Targeting System. These items have been integrated, by Raytheon Technologies, as the prime integrator of the Multi-Spectral Targeting System, and are the only items qualified in the current design. This is a computer-processing card that has been integrated into a very complex Intelligence, Surveillance and Reconnaissance (ISR) weapons system. The Tactical Airborne System (TAS) customized software and firmware has been developed using these exact components and Raytheon will not recognize any other components as acceptable alternatives.
