Expression of Interest are invited for Solomon Islands High-Frequency Phone Surveys
Scope of Work
The Contractor will Conduct Five Rounds of 2, 500 Completed Phone Interviews (12, 500 in Total) for Three Years in Solomon Islands and will Deliver Cleaned and Compiled Datasets in Stata/Spss/R, along with the Respective Cleaning Work Files, to the World Bank Team after each Round. The Total Target Length Per Interview will be Approximately 25 Minutes.
The Assignment will be Contracted in Three Phases, with the First Phase (fy22) Covering One Survey and the Second (fy23) and Third (fy24) Phases Covering Two Rounds Respectively (that is, Five Surveys in Total). The Consulting Firms are Required to Submit Financial Proposal Inclusive All Phases with Clear Breakdown of Costs for each Phase Separately. The Total Amount of the Proposal Inclusive of Both Phases will be Taken into Account during the Evaluation, However the Contract will be Awarded for the First Phase only with following Phases Subject to Availability of Funds and Satisfactory Performance of the Contractor.
Data Collection is to Begin in may 2022, and be Completed by June 2022. Data Collection may Build on an Existing Survey and Involve Recontacting Participants from Previous Rounds of the High Frequency Phone Survey (Rounds One to Four). Noting Sample Attrition is Likely to Occur over Time, this Survey Rounds will Include Replacements from the Same Provinces to Maintain Geographic Representativeness and Achieve the Sample Size of 2500. To Address Issues of over-Representation at the Upper Ends of the Income Distribution, the World Bank may Provide Additional Phone Numbers to Supplement the Sample Design Method Proposed by the Contractor.
Any Data Cleaning Procedures Applied by the Contractor must be Cleared in Advance by the World Bank Team and Individually Documented. All Methodological Decisions will be Informed by the World Banks Coordination Group on High Frequency Surveys.
The Contractor is Expected to Provide a Team of Skilled Cati Enumerators with Proficiency in the Common Languages Used within Solomon Islands. The Contractor is Also Expected to Secure Verbal Consent with the Household Representative(S) before Proceeding to the Interview. The Collected Data will be Anonymized with Personal Details including Name and Phone Number Removed. If Monetary or Service Incentives are Used by the Contractor to Secure Caller Responses, Such as Providing a Phone Credit Top-up in Advance, the Contractor will Provide to the World Bank Team Proof that the Incentives were Paid to Respondents.
The Contractor is Expected to Adhere to the Current Restrictions of Assembly and Movement Applicable to Solomon Islands and Ensure that Any Training of Enumerators and Supervisors is Undertaken Remotely with Frequent Follow-up and Re-Trainings of Enumerators Based on the Evolving Situation and Data Quality.
