This assignment is to review institutions, processes and systems used by federal police forces and the army (SNA)respectively, specifically for the management of money and people. Theobjective of the review is to support the Federal Government of Somalia (FGS) to:1. Review PFM and procurement institutions, processes, and systems in the security sector, identification of key findings, risks, and recommendations and advice on operationalization of reforms steps. 2. Review of HR management, including payroll institutionsand processes, biometric registration, and attendance, as well as options forestablishing a pension system for eligible staff in a way that is costefficient and provides effective accountability and controls, and recommendationsand advice on operationalization of proposed reform steps.
