Expression of Interest are invited for Southeast Asia Disaster Risk Insurance Facility (SEADRIF) - Strengthening Financial Resilience in ASEAN+3 Region: Development of the Fundamentals of Insurance for the Public Sector Training Program.

This consultancy aims to support the World Bank team in the design, development and delivery of a Fundamentals of Insurance for the Public Sector across ASEAN+3 member states. This objective can be achieved through support to (i) curriculum and content design and development, (ii) course delivery, (iv) learning assessment and course accreditation and (v) monitoring and evaluation of learning progress and outcomes.

About the FIPS

The FIPS training program is structured into three tiers.
Tier 1 Design and develop the FIPS learning content and launch the e-learning with reading notes and assessment
The first tier of the training program will focus on (i) design, creation and development of globally standardized learning content and e-learning materials for individual learners, (ii) launch of e-learning courses, (iii) assessment and accreditation for candidates who complete the e-learning requirements, and (iv) customization of learning content and materials for select individual member countries in a phased manner. Participants will be nominated from each member state to join this program.
Tier 2 Develop and host a series of webinar-based learning events
The second tier comprises a series of learning events in the form of webinars and deep-dive sessions where public sector practitioners, industry experts and subject matter experts are invited to present and share experience and case studies on select topics that were covered in Tier 1. Participants who complete the e-learning will have an opportunity to interact with and learn from practitioners and experts in the field.
Tier 3 In-person workshop
Under the third tier, in-person training workshops will be held in the region that allow for a more focused, in-depth learning of related topics and facilitate knowledge sharing sessions and networking opportunities for participants. Only a limited number of participants who have completed tier 1 learning with satisfactory results and tier 2 web-based learning events will be selected for tier 3 workshops.


Scope of Work
This TOR only covers the first tier of the training program. The consulting firm is expected to undertake activities outlined below to support the design, development and delivery of tier 1 of the training program. Target audience includes the middle-level managers and technical staff across participating member states. The mode of delivery for tier 1 will be through online learning platform.

The consulting firm will be responsible for:

1. FIPS course design and content development
2. Delivery of trainings
3. Recognition and accreditation
