International Finance Corporation is implementing a share farming advisory project toenhance commercial sustainability of irrigated land in the Dollo and Boqolmayoworedas in the Somali Region of Ethiopia (the “Project”). The project is located on the right bank ofthe Genale river. Since 2012, IKEAFoundation (IKF) and UNHCR created over 50 refugee-host co-ops over 1, 000ha ofland in the Dollo/Boqolmayo areas of the Somali Region, and provided them withassets, training, and finance to generate income. However, assessments byOxford University, UNHCR and IFC flagged challenges of the model to reachsustainability due to the fragility of the environment, current farmingpractices and cooperative governance inadequacies. IFC is therefore seeking totransform the initiative into a commercially sustainable operation. The project is centered around two entities - localoperating company (OpCo) and a private farm management company (ManCo), comingtogether in a mutually beneficial agreement to farm a certain area of land. Thelocal operating company is a union of existing farmer cooperatives comprisingrefugees and host community members (currently, nine cooperatives are expectedto join the union). The resulting produce will mainly be consumed locally, thereby improving nutrition and food security in the area. According to an IFCfeasibility study, food nutrition crops in high demand include millet, tomatoes, onions, beans, peppers and green leaf, whereas high-value cropsinclude turmeric and ginger powder among others.The OpCo would produce irrigated vegetables, fruit, grains, oilseed, and forage for the local market first, with potential exportcrops after a few years. Co-op members would contribute land rights, be paidfor their labor and receive dividends.
