The World Bank is seeking a consultancyfirm or consortium to generate knowledge on blue legal, technical, andinstitutional frameworks to strengthen marine and coastal governance, ensuring IPLC-s inclusion and other relevant stakeholder engagement, andpromoting the creation of jobs and prosperity for a sustainable and just blueeconomy. Three specific objectives guide this ToR: (i)develop a framework for blue biodiversity valuation and economic use; (ii) analyzeIPLC governance structures for inclusive BE engagement; and (iii) develop strategiesto strengthen the circularity and sustainability of blue economic alternativesin areas of high biodiversity value. The Activity is expected to: 1) 1. Improve the understanding of legal and technical barriershindering effective economic use of the blue biodiversity in Colombia and itsfull potential to generate prosperous territories. It involves mappingregulatory bottlenecks, identifying market inefficiencies, and recommendingpolicy and financial instruments that can drive conservational economicopportunities in Colombia-s coastal regions. 2) 2. .Ensure the integration of IPLC and othermarginalized groups in BE activities. This involves analyzing gender, ethnic, and social dynamics in coastal populations, proposing pathways for socialinclusion, and supporting workforce development in BE sectors, ensuringbroad-based participation and benefits. 3. Develop business opportunities and mobilize private finance to support acircular economy for the tourism value chain in the Seaflower Biosphere Reserve.The primary goal is to explore opportunities for the value chain in theislands, focusing on alleviating pressure on or conserving blue biodiversitywhile promoting economic growth enhancing local economies.
