A brief description of the procurement: The object of the procurement is the ordering of the cost of the equity price methodology. The equity price method for the determination of equity returns must be in accordance with the methods used by the shareholders of privately owned companies to set equity return expectations. The purpose of the work to be procured is to supplement the current price calculation methodology in such a way that the calculation model corresponds to modern capital price calculation principles, the model takes into account a new situation where the Republic of Estonia has issued long -term bonds and could take more into account the specifics of state -owned companies (including ownership expectations). The proposed solution must also be evaluated in the context of the current state aid rules. Input data included in the model must be reasonably efforted and preferably available for free or easily replaced with an alternative equivalent source.
