Description
The Internal Revenue Service (IRS) intends to acquire the subscription renewal for an electronic business research collection with EBSCO Industries, Inc. using FAR Part 13 Simplified Acquisition Procedures not to exceed $750, 000. The subscription includes resources on business, economics, finance, plus domestic and international industries. The Library requires a business research platform that will provide the IRS clients access to both full-text and peer-reviewed journals along with other resources that provide both current and historical information on business trends, economics, industry resources, and other financial related subject matters. The period of performance includes a base and two option year as follows:
Base year - September 15, 2024 through September 14, 2025
Option Year One - September 15, 2025 through September 14, 2026
Option Year Two- September 15, 2026 through September 14, 2027
EBSCO information services is the sole source provider of the Business Source Ultimate EconLit with Full Text, Accel5-Businss Book Summaries, PsychARTICLES and Psychology and Behavioral Sciences Collection Database package via EBSCO. The content included in the database is copyrighted.
This requirement will be made on a sole source basis under the authority of FAR Part 6.302-1 and FAR 13.106-1(b)(1). A sole source justification - Simplified Acquisitions has been documented in the contract file in writing. The North American Industry Classification System (NAICS) for this requirement is 519290, and the business standard size is 1000 employees.
This is published as a notice of intent not a request for proposals or an invitation for bids. No solicitation shall be issued, therefore such requests for solicitation shall be considered non-responsive.
