Expression of Interest are invited for Supervision Work Management of Planning and Construction.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is commissioned by the German Ministry of Defense (BMVg) to implement the medical infrastructure construction measures in the frame of the program Irak-058: “Management of planning and construction of a new Dining Facility at the Peshmerga Hospital in Erbil, Northern Iraq”

To enable the Ministry of Peshmerga Affairs to strengthen their medical structures, the German Federal Ministry of Defense commissioned GIZ to implement the “construction of a new Dining Facility at the Peshmerga Hospital” with the BMVg funds from their Enable and Enhance Initiative.

A major goal of the project is to contribute to the overall improvement of health care for the Peshmerga forces. Accordingly, the objective is to enable the Ministry of Peshmerga Affairs to operate the Peshmerga Hospital in Erbil sustainably.
In April 2019, the new building of the Peshmerga Hospital was handed over to the Ministry of Peshmerga (MoP) in a festive ceremony.

The aim is to support the Iraq Kurdistan Regional Government in establishing an independent medical service for the Peshmerga that is integrated into the civilian health system.
Currently the capacities and facilities in terms of catering for the hospital staff are not available to cover the corresponding needs of the Peshmerga Hospital.

As part of a further German Federal Ministry initiative to upgrade the new Peshmerga Hospital in Erbil, and therewith commissioned GIZ with the planning and construction of a further building, a Dining Facility for the hospital staff.

Objective:

The project calls for the construction site Supervision of a one-story, concrete building facility of round about approx. 1, 600 M2, that will serve as the Dining Facility for the staff of the Peshmerga Emergency Hospital, which is located in the Bahrika District, Erbil Province, Northern Iraq.

· The General Site Supervision of the construction of a new Dining Facility for the Peshmerga Emergency Hospital.

GIZ is therefore looking for an adequate Supervision company who must have the experience and capacities to offer the following activities:

The daily full-time on-site project supervision for the construction of the new Dining
Facility at the Peshmerga Emergency Hospital in Erbil contains the following tasks and responsibilities:

· Providing and maintaining their own office including all technic and test sample storage rooms on site for their tasks

· Quality Control and Quality Assurance incl. inspections and approvals to procced

· Progress and Time Documentation, Monitoring, Reporting and Adjusting of the Schedule incl. Implementation Risk-Management.

· Quantity Control including Tracking, Measurements, Documentation and Reporting to the client on a weekly basis.

· Detailed Project Diary on daily basis, with weekly reporting to the client, incl. photo documentation

· Controlling the site access on behalf of the client GIZ

· Organizing, leading, and documenting weekly site meetings, with all parties involved in the project like the client, architects, contractor, and their engineers, etc.

· Tracking the maintaining of the Health and Safety on site by the construction company to prevent accidents.

· Inspecting, approving, and documenting of materials and technical equipment and approving before ordering and installing, based on the BoQ and the specifications.

· Taking and processing the tests of construction material (concrete, steel, etc.)

· Indicating and following up that all drawings incl. the shop drawings are up to date and ready on site at any time.

· Preparing, supporting, and documenting any partial and final Take-Over and Hand-Over process at the project.

· Test runs and taking in operation of any technical equipment including documentation

· Organizing of introductions and trainings for the dining facility staff to operate and maintain the installed technic and equipment including documentation.

· Supporting and advising the client to reach all project goals in quality best by saving costs and time.

· To be ready and available to support the client GIZ during the warranty period of the construction company.



All activities must be closely coordinated with GIZ G230 Construction Unit Iraq.

Duration of Supervision Services

The overall Construction Site Supervision activities are scheduled to take place from May 2023 to April 2024, a period of up to twelve months with the option of extension, depending on the construction progress.

Interested companies are requested to send their Letter of Interest with the following documents:

1. Introduction of the firm and/or the consortium applying.

2. Copies of original documents defining the constitution or legal status, place of registration (Company Certificate), principal place of business and written power of attorney of the signatory (ID of Ministry of Planning), all documents must be up to date. Copies of original documents showing registration with Contractor Union.

3. Grading of Contractor: Category (01-07) is required. Please provide evidence.

4. At least three references of experience in similar Supervision activities, and implementation in the last four (4) years.

5. Statements of financial capacity showing annual turnover within the last three (3) years (Statement of turnover or annual tax statement of the last three (3) years). (Should be proved by bank statement).

6. Number of employees (permanent and temporary) for the last three (3) years.

7. Short CV ́s (max. 3 pages) about the envisaged key staff to carry out the services including:

1. One Expert Site Manager.

2. One Civil Engineer.

3. One Mechanical Engineer “Expert in hospital kitchen ventilation and food cooling storages”.

4. One Electrical Engineer “Expert in hospital kitchen electrical systems”. o One Isolation and fire protection engineer.

5. One “Mechanical, Electrical and Plumping “MEP” engineer.

6. One Quantities surveyor.

7. One office manager.
(Should be proved by contract from the engineering union).

8. Bank data with all details from a local bank (Bank Name, Account Holder, IBAN).

9. Affidavit that the firm has not been blacklisted by any Government, Semi - Government & private institute nor involved in any litigation in the current or during the last two (2) years must be recently released.

10. A letter directed to GIZ exploring:

1. Full names of company owner and representatives who have power and authorized to do decisions and singed official documents, with their signature-s samples for all stages of tendering and implementation and payment processes with their passports attached.

2. The Stamp sample.

This expression of interest is a market filter for identifying qualified Construction site Supervision companies who are specialised providing construction supervision services.

GIZ maintains the right for appropriate selection of companies based on GIZ internal audited regulations for procurement and contracting in regard of any possibility for a further tendering process for the abovementioned services.
