Section I. Invitation to Bid

FOR



SUPPLY AND DELIVERY OF 1 UNIT HAULING TRUCK TO BE USE IN HAULING FARM INPUTS AND OTHER INTERVENTIONS UNDER HVCDP FOR CY 2020



1. The Department of Agriculture - Regional Field Office III, through the GENERAL APPROPRIATION ACT (GAA) for the Year 2020 intends to apply the sum of ONE MILLION FIVE HUNDRED THOUSAND PESOS (P1, 500, 000, 00) being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY AND DELIVERY OF 1 UNIT HAULING TRUCK TO BE USE IN HAULING FARM INPUTS AND OTHER INTERVENTIONS UNDER HVCDP FOR CY 2020 per Identification Number DA3-2020-01-24-208, consisting of single lot as identified in the Bid Data Sheet and Schedule of Requirements, to be bidded, evaluated and awarded as a single lot. Bids received in excess of the ABC shall be automatically rejected at bid opening.



2. The Department of Agriculture - Regional Field Office III now invites bids for SUPPLY AND DELIVERY OF 1 UNIT HAULING TRUCK TO BE USE IN HAULING FARM INPUTS AND OTHER INTERVENTIONS UNDER HVCDP FOR CY 2020 Delivery of the Goods is required for the period of THIRTY (30) CALENDAR DAYS upon receipt of Notice to Proceed. The prospective bidder must have completed, within Five (5) years from the date of submission and receipt of bids, an SLCC that is similar to the contract to be bid, and whose value, adjusted to current prices using the Philippine Statistics Authority (PSA) consumer price indices, must be at least Fifty percent (50%) of the ABC for this Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.



4. Interested bidders may obtain further information from Department of Agriculture - Regional Field Office III Bids and Awards Committee Office and inspect the Bidding Documents at the address given below during 8:00 o-clock in the morning to 5:00 o- clock in the afternoon.





5. A complete set of Bidding Documents may be acquired by interested Bidders on May 15, 2020 to June 5, 2020 from the BAC Secretariat at the adress stated below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIVE THOUSAND PESOS (P5, 000.00)



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
