Tender Details

Tenders are invited for Supply and Installation of Digital Asset Tracking System.

Interested, experienced and competent contractors should submit the following eligibility documents indicating the minimum qualification required of a bidder. All bids must be accompanies with the following;
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7, Business name with form BN1 is acceptable for services
ii. Evidence of Company-s Income Tax Clearance Certificates( or personal income tax clearance certificate of all the partners in case of Business name) for the last three (3) years valid till 31st December 2023
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above).
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023(this requirement is only applicable to bidders whose number of staff is 5 and above)
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2023;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP;
vii. Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Nigerian Communications Satellite Limited, or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsifications of fact relating to any matter.
• That company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceeding.
viii. Company-s Audited Accounts for the last three years (2020, 2021 & 2022);
ix. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Company-s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN /QSDRBN/ARCON/CORBON/SURCON etc;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
xii. List of plants/equipment with proof of ownership/lease agreement;
xiii. Lot 1B & 4B: evidence of firm-s current accreditation/registration issued by the Centre for Management Development (CMD)
xiv. IT jobs: evidence of firm-s current accreditation/registration with the National Information Technology Development Agency (NITDA) and computer professionals registration Council of Nigeria-
xv. Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicle-
xvi. For Joint/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn affidavit are compulsory for each JV partner)
xvii. All documents for submission must be submitted with a Covering/Forwarding letter under the Company-s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the company/firm.

Interested companies are to collect the Standard Bidding Document from procurement department, 3rd floor, NIGCOMSAT Limited, Abuja on presentation of a copy of original receipts of non-refundable tender fees of N10, 000.00 (Ten Thousand naira only) per lot paid into NIGOCOMSAT LTD remita account in any reputable commercial bank in Nigeria.

Interested firms are to submit two (2) bound of expression of interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box not later than 11:00 am Tuesday, 11th July, 2023.

Note:
i. EOIs/bids must be in English Language and signed by an official authorized by the bidder;
ii. EOIs/Bids submitted after the deadline for submission would be returned un-opened
iii. Bidders should not bid for more than one (1) lots
iv. All cost will be borne by the bidders;
v. All documents submitted will be subjected to verification from the relevant agencies.
vi. Bids documents can also be collected in soft copies and bidders can submit through Post (Courier Services);
vii. Category A: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
viii. Category B: Only shortlisted firms will be invited at a later date for collection of Request for Proposals
ix. This advertisement shall not be construed to be a commitment on the part of NIGCOMSAT Limited to enter into any form of contract with any company nor shall it entitle responding to bidders to seek any indemnity from NIGCOMSAT Limited by virtue of such bidder having responded to the advertisement.
x. The law of Nigeria including the constitution of the Federal Republic of Nigeria shall be applicable in all legal issues relating hereto;
xi. All financial bids should be quoted in Naira (N) for all Nigerian companies, while foreign-based companies should avail themselves with the most current (prevailing) exchange rate;
xii. The Nigerian Communication Satellite LTD is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
