Tenders are invited for Supply and Installation of Equipment (Office Furniture, Classrooms, and Multipurpose Library Rooms) for 9 Neighborhood Schools
2. The Education Training Project Coordination Unit (UCP-EF), which ensures the fiduciary management of these funds, solicits, on behalf of the Ministry of National Education and Literacy (MENA), offers in sealed envelopes from eligible candidates who meet the qualifications required to supply and install equipment (office furniture, classrooms, and multipurpose library rooms) for 9 local colleges, subject of this Call for Tenders, in one (01) single lot.

3. Procurement will be conducted by open invitation to tender as defined in the Public Procurement Code in article 56, and open to all eligible candidates.
4. Interested candidates can obtain information from the Education Training Project Coordination Unit (UCP-EF) and read the Invitation to Tender Documents, at the address mentioned below from Monday to Friday, from 9 a.m. to 5 p.m. (universal time):

5. The qualification requirements are: The tenderer must have the references and the legal, human, technical and financial capacities necessary to carry out activities similar to those covered by the contract, as indicated in the DPAO (See the Call for Tenders document for detailed information).
6. Interested candidates can read the Call for Tenders file or withdraw the electronic version free of charge, WITH A NEW USB KEY, from the "secretariat" of the C2D Education Training Project Coordination Unit, located at address specified below, Monday to Friday, 9:00 a.m. to 5:00 p.m. universal time.
7. Tenders must be physically submitted against registration on the form which will be opened for this purpose, and signature of the applicant, to the "procurement unit" of the C2D Education Training Project Coordination Unit, whose address is specified below, no later than Thursday, August 3, 2023 at 10:00 a.m. universal time.
The Late bids will not be accepted.
Electronic submissions are not permitted.
Tenders will be opened in the presence of the representatives of the candidates who wish to attend the opening of the bids, at the meeting room of the C2D Education Training Project Coordination Unit, whose address is specified below, at the latest Thursday, August 3, 2023 at 10:30 a.m. universal time.
8. Bids must be accompanied by a provisional guarantee established by a bank, a financial organization or a third party approved by the Ministry of Economy and Finance which will remain valid thirty days (30) after the expiry of the duration of the contract. validity of the offer, i.e. 150 (120 +30) days from the deadline for submission of offers.
The amount of the bid bond is set at:
Ø Two million six hundred thousand (2, 600, 000) FCFA
The bid bonds issued by banks located outside Côte d'Ivoire must be accompanied by a letter from the issuer referred to by its correspondent in Côte d'Ivoire from whom the guarantee may be called upon.
Bidders will remain committed to their bid for a period of 120 days from the deadline for submission of bids.
9. Upon validation of the contract award decision, the Contracting Authority shall publish in the Official Bulletin of Public Contracts and by posting on its premises, the award decision and will make available to tenderers, the analysis report of the Commission for the Opening of Tenders and Judgment of Tenders (COJO), which guided the said award to the address below.
10. Contracts resulting from this Call for Tenders will be subject to stamp and registration formalities and regulatory fees (0.5% of the amount excluding tax) at the expense of the holders.
11. This Invitation to Tender is subject to the laws and regulations in force in Côte d'Ivoire, in particular Ordinance No. 2019-679 of July 24, 2019, on the Public Procurement Code and its implementing texts, to the Directives for the award of contracts financed by the French Development Agency (AFD) in foreign states from October 2019, as well as to decree 2013-625 of September 04, 2013 on procedures and methods for the execution of expenditure for projects financed from resources of the debt reduction and development contract.
