Expression of Interest are invited for Supply and Provision of Security Tools and Utility Automobile for Patrol in Ikoyi Obalende Area of Lagos

Interested contractors should submit the following documents to be considered eligible to bid;
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or business name where applicable;
b. Evidence of Company-s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years (2019, 2020 and 2021) valid till 31st December 2023
c. Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder-s annual turnover is N50m and above);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2023;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP;
g. Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal Ministry of Science, Technology & Innovation or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• that personal and components to be used in the execution of the proposed works, goods and services shall form at least 60% composition to comply with the FGN-s policy on local content;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h. Unabridged Company-s Audited Annual Reports & accounts for the immediate past (2020, 2021 & 2022);
i. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Company-s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l. Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
m. For training: Evidence of accreditation issued by Centre for Management Development;
n. ICT jobs: evidence of firm-s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria
o. Original Equipment Manufacturing (OEM) Certificate or Authorization letter from OEMs/Accredited dealers;
p. Lot FS11: Evidence of firm-s current practice issued by ICAN, ANAN or any other related regulatory professional body(ies)
q. Lot FS11: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA);
r. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
s. All documents for submission must be submitted with a Covering/Forwarding letter under the Company-s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

Interested bidders should collect bid documents from the procurement department on evidence of payment of non-refundable tender fees of Ten Thousand Naira (N10, 000.00) only per lot through remittal platform of Federal Ministry of Science, Technology & Innovation (FMSTI).

Prospective bidders are to submit bid for each of the lot desired, two (2) hard copies of the Technical and Financial bids (soft copy of financial bids included) in sealed envelopes and clearly marked as “Technical Bid” and “Financial Bid” respectively, addressed to the Permanent Secretary, Federal Ministry of Science, Technology & Innovation, Head of Services Complex, Abuja. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder as well as Category and drop in the designated Tender Box in the Office of the Director, Procurement Department of the Ministry (FMST) at Phase II, Block ‘D- Room 609, 6th floor, Federal Secretariat Complex, Abuja not later than 12:00 noon, Monday, 21st August, 2023.

The EOIs and Technical Bids will be opened immediately after the deadline for submission at 12:00 noon, Monday, 7th August, 2023 and 12:00 noon Monday 21st August, 2023 at the ICT Conference Room, 4th floor, Block D, in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission register in the Office of the Director (Procurement Department). Room 609, 6th Floor, Phase II, Block ‘D- Room 609, 6th floor, Federal Secretariat Complex, Abuja, as the Ministry will not be held liable for misplaced or wrongly submitted bids. For further enquiries, please contact the Director (Procurement). Only accredited professionals Bodies, NGOs, Civil Society Organization will be allowed, while interested public are hereby invited to witness the public opening.

General Information:
a. Bids must be in English Language and signed by an official authorized by the bidders.
b. Bids/EOI submitted after the deadline for submission would be returned unopened;
c. All cost will be borne by the bidders
d. Please note that each bidder cannot bid for more than (2) lots in total;
e. This invitation for bids shall not construed as a commitment on the part of the Ministry of its officials, for contract award or shall it entitle a Tenderer to make any claims whatsoever and seek indemnity from the Ministry by virtue of having responded to this advertisement.
f. The EOIs/Technical bids will be opened in the presence of CSOs and professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the EOI-s opening online;
g. Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
h. Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
i. The Federal Ministry of Science, Technology & Innovation is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.

Note:
j. The Ministry will verify any or all of the claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to other sanction that may be deemed necessary including prosecution in the law court;
k. Bidders who have worked for the Ministry and have a history of poor performance, abandonment, termination and prolonged contract execution period need not apply
