1. This invitation to tender follows the General Procurement Notice published in ESSOR N ° 19332 of February 2, 2021.
2. The Government of the Republic of Mali has obtained a grant from the French Development Agency to finance the cost of the project to improve the competitiveness of enterprises through training (ACEFOR 2). It is expected that part of the sums granted under this financing will be used to make the payments planned for the construction and equipment works of the Vocational Training Centers (CFP) of Sikasso and Markala.
3. The Government of the Republic of Mali has partially on-lent this grant to the Regional Councils of Sikasso and Ségou for the implementation of Component 3 of the project, namely: Strengthening the reception capacities of young people for training through construction. and equipping the Vocational Training Centers (CFP) of Markala and Sikasso and equipping the existing CFP in the Koulikoro region.
4. The Regional Councils of Sikasso and Ségou have delegated the contracting authority for the studies, works and equipment of the Vocational Training Centers (CFP) of Sikasso and Markala to the Technical Unit for Support to Local Authorities (CTAC).
5. CTAC solicits Closed Bids from eligible Bidders for the supply, assembly, installation and commissioning of machinery, equipment and accessories in the agrifood processing platforms of the Training Centers. Professional (CFP) of Sikasso and Markala divided into two (02) lots:
Lot 1: Supply, assembly, installation and start-up of machinery, equipment and accessories in the agrifood processing platform of the CFP of Sikasso

Lot 2: Supply, assembly, installation and start-up of machinery, equipment and accessories in the agrifood processing platform of CFP Markala

6. Eligible and interested Bidders can obtain information and take cognizance of the Tender Documents from the Technical Unit for Support to Territorial Communities (CTAC), 843 rue 328 Center Commercial (Ancienne Voirie) BP. 2281 Bamako, Tel. (+223) 20 22 32 77 Fax. (+223) 20 22 24 89 or by email at: sam.kouyate@gmail.com every working day from 8 a.m. to 4 p.m.

7. Interested Bidders may obtain the complete Invitation to Tender Documents in French at the address mentioned above against a non-refundable payment of one hundred thousand (100, 000) CFA francs.
Payment will be made in cash or by certified check in the name of CTAC. The Bidding Documents will be hand delivered with the purchase receipt.

The tenderer must have completed, during the period 2015-2020, at least one (1) similar contract in Mali or in sub-Saharan African countries with a minimum value for each contract of:
o lot 1: seventy million (70, 000, 000) CFA francs
o lot 2: seventy million (70, 000, 000) FCFA

Financial requirements
The tenderer must have achieved, during the period 2017-2019, an average annual turnover of at least one hundred and fifty million (150, 000, 000) F. CFA

Legal and other requirements
The tenderer must provide, under penalty of rejection of the tender, the following documents:
o the certified copy of the original of the entry in the trade register
o the certified true copy the original of the certificate of non-bankruptcy dated less than three (3) months
o the certified copy of the original of the valid tax discharge
o the power of attorney of the signatory of the offer,
o the deed of incorporation of the group (if applicable).
