Expression of Interest are invited for Support to Carbon Finance Coordinating and Managing Entity in Ho Chi Minh City
Thescope of work for the Ho Chi Minh City spanning 4.5 months, includes acomprehensive set of deliverables that are crucial for achieving the project'sobjectives. The summary of these deliverables is as follows:
1. Gap analysis report: A document that summarizes the findings of the review of the existing PDD and MP, and identifies the areas for improvement.
○Conduct a comprehensive review ofthe existing PDD and MP, and compare them with the latest GS4GG standards andbest practices.
○Identify the gaps and weaknessesin the current PDD and MP, such as the baseline and project scenario analysis, the additionality demonstration, the sustainable development impact assessment, the monitoring and verification plan, and the stakeholder consultation process.
1. Updated PDD and MP: A revised version of the PDD and MP that incorporates the feedback from the gap analysis report, the verifier, and other stakeholders.
○Revise the PDD and MP according tothe recommendations from the gap analysis report, and ensure that they complywith the latest GS4GG rules and best practices.
○Clearly describe the projectscope, objectives, activities, outcomes, indicators, and risks, as well as theroles and responsibilities of HFIC and its partners in the updated PDD and MP.
1. Communication and dissemination strategy: A plan that outlines how to communicate and disseminate the benefits of the LCCP to the relevant stakeholders. The subtasks are:
○Identify the target audience, thekey messages, the communication channels, and the evaluation methods for thecommunication and dissemination strategy.
○Develop and implement thecommunication and dissemination strategy, and monitor and measure itseffectiveness and impact.
1. Feedback analysis report: A document that summarizes the feedback and queries from the validators and verifiers, and the gaps or issues that need to be addressed by HFIC.
○Analyze the feedback and queriesfrom the validators and verifiers, who are independent third-party entitiesappointed by the carbon market authorities to assess the project-s eligibilityand performance.
○Communicate with the validatorsand verifiers to clarify any doubts or questions regarding the project, and toresolve any conflicts or disagreements.
1. Response and improvement plan: A document that outlines how HFIC will respond to the feedback and queries, and how it will address any potential nonconformities or corrective actions that may be identified by the validators and verifiers.
○Provide HFIC with recommendationsand best practices on how to improve the project design, the monitoring plan, the emission reduction calculations, or the data or documentation quality.
○Assist HFIC to prepare and submitthe responses and evidence to the validators and verifiers in a timely andprofessional manner, and to follow up on the validation and verificationprocess.
1. Carbon credit issuance and transfer strategy: A document that describes how HFIC will prepare and submit the necessary documentation and evidence to demonstrate the project-s performance and impact, and how it will facilitate the successful issuance and transfer of the carbon credits.
○Ensure that the documentation andevidence, such as the Project Design Document (PDD), the Monitoring Report(MR), and the Verification Report (VR), are consistent, complete, and accurate, and that they comply with the requirements and standards of Gold Standard5 .
○Review the emission reductioncalculations and the monitoring data, and ensure that the project activitiesare implemented as planned and reported.
○Assist HFIC to register theproject and request the issuance of the carbon credits on the Gold StandardRegistry, which is the online platform that tracks and records the carboncredits .
○Help HFIC to find and negotiatewith potential buyers or intermediaries of the carbon credits, and to executethe contracts and transactions in a secure and transparent manner.
Expertise Required
To successfully complete the outlined scope of work for Ho ChiMinh City, the consultant will need to possess a diverse set of expertise andskills. A summary of these requirements includes:
●Expertise in EnvironmentalSustainability and Carbon Management:
●Profound knowledge of sustainablepractices and technologies to reduce carbon emissions.
●Experience in carbon footprintassessment across various sectors, including public infrastructure, transportation, and industrial processes.
●Carbon project validation andverification for Vietnam:
●Knowledge of the validation andverification standards and procedures for LCCP in HCM, such as the GS4GG rulesand best practices, and the roles and responsibilities of the validators andverifiers.
●Ability to analyze and respond tothe feedback and queries from the validators and verifiers for existing VPAsunder LCCP in HCM, and to address any potential nonconformities or correctiveactions that may be identified.
●Carbon credit marketing andtrading for Vietnam:
●Ability to identify and assess thedemand and supply of the carbon credits generated by LCCP in the voluntary andcompliance carbon markets, and to determine the appropriate pricing and negotiationstrategies.
●Ability to use the onlineplatforms and tools, such as the Gold Standard Registry, to register theproject, request the issuance of the carbon credits, and transfer the carboncredits to the buyers or intermediaries.
●Organizational and GovernanceStructure Development:
●Experience in designing effectiveorganizational structures for managing financial and environmental projects.
●Knowledge in establishing oradapting entities to oversee carbon credit generation, certification, andtransactions.
●Project Management andImplementation:
●Proven track record in managingcomplex projects within specified timelines and budgets.
●Skills in overseeing projectimplementation, ensuring alignment with environmental and economic goals.
The consultant-s expertise in these areas will be critical inachieving the dual objectives of continuing support for Ho Chi Minh City.
