1. IntroductionRapidpopulation growth and its concentration within 6 percent of Egypt-s totalterritory is one of the key chronic challenges facing Egyptian cities. Urbanplanning, infrastructure and service delivery have not been able to keep upwith rapid urbanization, holding back the economy and posing a challenge forthe protection of precious agricultural land from urban sprawl. To addressthese challenges, the Government of Egypt (GoE) established the New UrbanCommunities Authority (NUCA), under the Ministry of Housing, Utilities andUrban Communities (MoHUUC) in 1979 with the objective of developing new urbancommunities in desert lands. To date, NUCA has established 32 new urbancommunities in four distinct generations/phases and is planning to buildanother 30 cities to accommodate 30 million inhabitants. The plans to buildanother 30 cities are ambitious, and concerns remain about their long-termsustainability and whether new urban communities are “too big to fail”. Giventhe immense strain on existing (old) cities however due to extreme urbancongestion and ever-increasing population growth, coupled with land tenure complexities, the development of new urban communities offers an alternative for alleviatingstress on existing cities. It also provides the opportunity for furthersocio-economic development and job growth.Enhancingsustainable urban management and support to the adoption of Smart Cityapplications are also recognized by the GoE as crucial for inclusive andsustainable urban development. In line with this recognition, Egypt-s PrimeMinister has declared that all fourth-generation new urban communities that arecurrently under construction (including the New Capital) are to be planned asSmart Cities that optimize city functions while improving quality of life fortheir citizens using smart technology.
