Assignment Description:The Government of Rwanda, with support from the World Bank, is seeking aqualified firm to assist in the enhancement and implementation of Rwanda'sNationally Determined Contribution (NDC) 3.0. The objective is to developRwanda-s updated NDC 3.0, which integrates findings from the Global Stocktakeand aligns with Rwanda-s Vision 2050 and the National Strategy forTransformation (NST 2). The assignment will include two main components:1. NDC 3.0 Enhancements:Update Rwanda's NDC ambition to incorporate the latest national greenhouse gas inventory and national and sector plans.Develop long-term emissions projections and set mitigation targets using tools such as the Long-range Energy Alternatives Planning System (LEAP) and GACMO.Conduct comprehensive stakeholder consultations to set priorities and targets for adaptation.2. NDC 3.0 Monitoring and Implementation:Develop monitoring and implementation instruments, including an assessment of financial support needed by 2035, an NDC 3.0 Implementation Plan, an updated MRV framework, and a Capacity Building and Technology Action Plan.Update the MRV on the institutional framework to align with the current situation and develop an online system to collect data from various donors.ELIGIBILITYThe firm must have:Proven experience in climate change mitigation and adaptation projects.Expertise in developing and implementing NDCs.Experience working with government ministries and international organizations.Capacity to conduct comprehensive stakeholder consultations and technical analyses.Prior engagement with NDCs in Rwanda is preferred.SUBMISSION REQUIREMENTSInterested firms should submit the following in maximum 3 pages:· Expression of Interest (EOI): Abrief statement of the firm-s qualifications and experience relevant to theassignment.PLEASE NOTE THAT EOIs OVER 3 PAGES WILL NOT BE REVIEWED.NOTESThe assignment is expected to commence in October 2024 and conclude by February 2025.The selected firm will work close...
