I. Context and Objectives of the Mission ContextThe Tunisia Integrated DisasterResilience Program (ResCat) is a Program for Results co-financed by the WorldBank and the French Development Agency (AFD), with a total funding of USD 100million, supplemented by a contribution of USD 25 million from the Tunisiangovernment. The Program, effective since December 2021, aims to improve themanagement and financing of disaster risks in Tunisia and enhance theprotection of the targeted population and assets against the impacts of naturaldisasters. The program is structured around four pillars: (i) Flood riskreduction; (ii) Disaster preparedness through the modernization ofhydrometeorological services and EWS; (iii) Strengthening financial protection;(iv) Strengthening institutional coordination and regulatory framework forDisaster Risk Management (DRM). The program-s implementation period is from 2022 to2027.Under the second Pillar, this program aims to supportthe Tunisian government in its efforts to consolidate disaster preparednessthrough the modernization of the National Meteorological and HydrologicalServices (NMHS), including the strengthening of the country-s EWS.The modernization of the NMHS, represented by the NationalInstitute of Meteorology (INM) and Ministry of Agriculture represented by the GeneralDirectorate for water resources (DGRE), involves improving their organizationalstructures, the quality of their observation data, and their modeling productsand forecasting and warning services.
