1. BackgroundEstablished in 2012, the IFC-facilitated Sustainable Banking andFinance Network (SBFN) is a voluntary community of financial sector regulatoryagencies and banking associations from emerging markets committed to advancingsustainable finance. International Finance Corporation (IFC), part of the WorldBank Group, is SBFN-s Secretariat and technical partner, assisting members toshare knowledge and access capacity building that helps them design andimplement national sustainable finance initiatives. The SBFN Secretariat ishosted in the Policy & Standards unit, part of IFC-s Global E&S Policyand Risk Department, and collaborates with broader IFC and World Bank Groupsustainable finance experts. As of December 2024, SBFN brings together 96 member institutions from72 countries representing more than 92 percent of total banking assets in emergingmarkets. SBFN members are committed to moving their financial sectors towardssustainability, with the twin goals of (i) improved management ofenvironmental, social, and governance (ESG) risks - including management anddisclosure of climate risks, and (ii) increased capital flows to activitieswith positive environmental and social impacts - including climate changemitigation and adaptation. SBFN works by supporting knowledge sharing amongmembers through peer-to-peer exchanges, working groups, and the development ofknowledge products. Developed in 2016 and updated regularly, the SBFN Measurement Framework (Framework) was established in response to SBFNmembers- demand for a systematic approach to assess and benchmark country progressin developing national sustainable finance frameworks.
