Tenders are invited for Technical Advisor in the Field of Assessment Services for Children with Intellectual Disabilities in Palestine

The main objective of the mission is to provide technical and administrative expertise in the field of evaluation services for children with intellectual disabilities, facilitate consultations with all relevant authorities, and develop quality standards for evaluation services for children with intellectual disabilities based on international standards and best practices.

Qader Foundation is implementing the “ WE CARE ” project “Enhancing the Quality of Services and Protection Measures for Persons with Disabilities in Palestine” in partnership with Caritas Germany and funded by the German Federal Ministry for Economic Cooperation and Development ( BMZ ).

The project aims to contribute to the promotion of inclusion, protection and promotion of the rights of persons with disabilities in Palestine, by improving the quality of assessment and diagnostic services for children with intellectual disabilities; improving services and protection measures to respond effectively to violence and abuse of persons with disabilities; and strengthening monitoring of the implementation of international human rights treaties and conventions relating to persons with disabilities.

In 2018, the Qadir Foundation, in cooperation with the Ministry of Health, the Ministry of Social Development, and the Ministry of Education, prepared a survey on “The Status of Assessment and Diagnostic Services for Children with Intellectual Disabilities.” The study concluded that there are no agreed definitions of intellectual disability, in addition to the lack of assessment tools that are recognized locally and appropriate to the Palestinian context, and the absence of oversight and control measures to identify qualified and licensed professionals to provide assessment services for children with disabilities, which affects the results of the assessment process, interventions and the type of services that must be provided. children to receive .

Within the first component of the “WE CARE” project, “Improving the Quality of Assessment and Diagnostic Services for Children with Disabilities”, the Kader Foundation has signed cooperation agreements with the Ministry of Health and the Ministry of Social Development to improve the quality of diagnostic and assessment services for children with intellectual disabilities.

In 2021, the Ministry of Health and the Qader Foundation launched a national consultation to develop quality standards for diagnostic services for children with intellectual disabilities, in addition to preparing a draft quality standards guide that will be approved by the Ministry of Health.

Within the cooperation agreement signed between "Qader" and the Ministry of Social Development, a similar process will be launched to develop quality standards for assessment services for children with intellectual disabilities. The Ministry of Social Development will lead the national consultation process with the support of the Qadir Foundation, which will include all stakeholders from official institutions, civil society organizations, assessment service providers and academies. As part of this process, a national team and technical committee will be formed to support the development of quality standards for evaluation services.
