ASSIGNMENT DESCRIPTION
Timor-Lestes energy mix is primarily reliant on diesel, the most expensive fossil fuel available. Out of total installed generation capacity of 287 MW, 99.9% is comprised of diesel, with the remaining 0.1% from solar energy. With the Government of Timor-Leste (GoTL or the Client) making a policy commitment to prioritize renewable energy generation, it wishes to diversify its energy mix with a medium-term plan of switching thermal generation from diesel to gas and scaling up renewable energy which GoTL expects to comprise 50% of its generation output by 2030.
Furthermore, despite high ongoing subsidies to the electricity sector, equivalent to around 6% of non-oil GDP per annum, the cost of electricity for commercial / industrial users is high when compared to other ASEAN countries. This undermines Timor-Lestes competitiveness, while the ongoing subsidies add to the pressure on the GoTL budget and the challenge of achieving fiscal sustainability. As a wind projects LCOE is indicatively more cost competitive than a generation mix based on diesel, there is the opportunity to reduce the use of and/or retire some of the diesel units and transition to wind or change their function to an ancillary service / backup power source.
Therefore, GoTL, represented by Ministry of Public Works (MPW), Electricidade de Timor-Leste (EdTL), and the National Authority for Electricity (ANE) would like identify possibilities to scale up renewable energy capacity particularly wind.
IFC is looking to hire an integrated international technical and E&S consultant (the Consultant) specialized in the wind renewable energy sector to provide support to identify a long list (5-9) of sites for wind power generation, which will then result in a short list (2-3) of sites for possible wind power generation (the Project). Both the long and short list will be identified based on technical, environmental, social, and biodiversity criterion. In addition, the consultant will also provide support on assessing at a high level, the economic impact of implementing such wind renewable energy projects in the country.
