Objectives of the technical cooperation
Object of this consultancy: Implementation of the Technical Assistance of the LAIF in support of the strategy of Banco Verde and Responsible for BANDEC (1 million euros).
The particular objective of the consultancy is to support and train BANDEC for the analysis, financing and monitoring of climate-smart projects in the agricultural sectors, in collaboration with MINAG and the Ministry of Science, Technology and Environment (CITMA).
The duration of the Technical Assistance will be 4 years.
The overall budget for Technical Assistance is 1 million euros.
The specific objectives and indicative actions of the Technical Assistance are as follows:
Components Objectives
Component 1: Banco Verde
Definition of the strategy of Banco Verde and Responsible for BANDEC, in relation to MINAG and the objectives of the Life Task (1) and communication of the strategy.
Justification of the use of funds from the AFD line of credit.
Development of a green culture within BANDEC and accompany the change.
Conducting studies on the relationship between climate change and agriculture in the local context.
Implementation of a team of specialists in "green finance" made up of personnel from BANDEC, CITMA, MINAG and other relevant partners.
Consulting and knowledge transfer. Training of human resources from BANDEC, CITMA and other relevant partners (employee training, national and/or international workshops, study trips, case studies, etc.).

Component 2: Responsible Bank
Definition of BANDEC's global Environmental and Social Policy.
Development and implementation of an Environmental and Social Risk Management System (SARAS) for BANDEC's loan portfolio.
Support for BANDEC's social strategy, internally and in the portfolio, with a focus on gender and age issues.
Coordination and external evaluation
Audits and external evaluation of the execution of the subsidy.
(1) Within the Cuban Environmental Strategy (included in the National Plan for Economic and Social Development until 2030), Task Life is the operational mode of the State Plan for confronting climate change in the Republic of Cuba. The CITMA is the entity responsible for the application of the Life Task plan.
