The Union of Comoros (Comoros) isconducting preparatory work to develop an Education Sector Plan (ESP). An ESPpresents the policies and strategies for national education reform, and are a usefultool for coordinating partners and for mobilizing additional domestic andexternal resources. They have become a critical instrument for governments tosignal to all potential investors that their education policies are credible, sustainable, and worthy of investment. A first step in the development of theESP is the Education Sector Analysis (ESA). The ESA for Comoros has been completed inDecember 2024 and based on the findings; the government will be preparing theESP.The primary objective of this assignment is to provide technicalassistance aimed at strengthening the capacity ofMinistry of Education officials in developing the ESP for Comoros. The role of the technical assistance is toequip Ministry staff with the necessary methodological tools and skillsto develop and formulate their sectoral plan.The technical assistance will focus on providing technicalassistance to Ministry officials in how to interpretand utilize the ESA data effectively to inform the development of the ESP. This will ensure that the planningand strategy formulation are based on solid evidence and aligned with thestatus and needs of the education sector. Ultimately, this process will enhanceMinistry-s institutional autonomy in leading future sectoral planningefforts
