Tenders are invited for Technical Assistance for institutional risk management improvement to the selected aBi 2020 Limited Tier IV partners.
Background and main objectives for the Procurement.
aBi comprises of two companies limited by guarantee: aBi Development Ltd and aBi 2020 Ltd. aBi Development provides development finance as matching grants and Business Development Services to agricultural producers and agribusinesses targeted at 6 value chains: Coffee, Oilseeds, Pulses, Cereals, Horticulture and Dairy. aBi 2020 Ltd supports strengthening of financial institutions by providing matching grants for Financial Services
Development (FSD), Lines of Credit (LoCs) to Financial Institutions for onlending to agribusinesses, and an Agriculture Loan Guarantee (ALG) scheme.
aBi 2020 Ltd expands access to business finance for agricultural producers and agribusinesses by offering to Financial Institutions (FIs), financial incentives and infrastructure that make lending to the agricultural sector more attractive and less risky. This is achieved through three main products; Lines of Credit (LoC), the Agribusiness Loan Guarantee (ALG) Scheme and Financial Services Development (FSD). LoC and the ALG are commercial in nature, while under FSD, aBi Finance provides matching grants to FIs to build institutional capacity for enhancing the provision of financial services and increase outreach in rural areas.
The COVID-19 pandemic threatened the strength of FIs- systems and structures, by creating a live environment to stress test these systems and structures. In spite of the challenges brought on by the pandemic, therein lie opportunities for FIs to also enhance their agility (ability to morph given the times), robustness of risk management protocols such as business continuity plans and delinquency management. In light of this, risk management has been at the forefront of the aBi COVID-19 response plan, where interventions such as strengthening and improvement of FI partners- ability to strengthen their delinquency management and risk management frameworks as a whole, in a time when credit risk on agricultural portfolios is heightened as well as FI-s risk profiles generally. There is therefore need to support FIs to build more resilient, agile and robust risk management frameworks, business continuity planning inclusive, to support the quick recovery of the financial services sector during and post-COVID 19.
aBi 2020 Ltd seeks to hire and contract a consultant / consulting firm to offer technical assistance to Tier IV financial institutions to enhance their capacity to adopt a forward-looking perspective to risk management.
This will be aimed at their incorporation of formal risk management into the strategic and operational planning processes, to ensure that the institutional risk management capacity grows in line with the business plans. Furthermore, the technical assistance will support the development of robust risk management frameworks and corresponding policies and tools, including business continuity plans. This will be done through FI participatory methodologies such as brainstorming sessions aimed at identifying risks and developing structured enterprise wide risk management framework capable of anticipating business uncertainties and provide mitigations. Notably, given the different locations of Tier IV FIs, the consultant / consulting firm should be in position to conduct at least two (2) cohorts concurrently given the urgency of the technical assistance.
Specific Goals and Objectives
The main objective of this consultancy is to support selected Tier IV FIs to put in Enterprise Wide Risk Management framework that is aligned to ISO 31000:2018 standard, that are commensurate with their current levels of business but with potential for scalability in view of anticipated growth while managing the risks in a prudent manner. The frameworks should cover Risk Management principles, process and framework are the key ingredients for risk management among other areas.
Time Frame
The assignment shall not exceed 20 working days per institution for 15 FIs, hence a maximum of 300 working days in a one-year time frame. For better utilization of time, trainings / capacity building sessions can be held jointly where possible while observing Ministry of Health COVID 19 Standard Operating Procedures (SoPs).
Technical Requirements
The consultancy team should have at least 5 years of work experience in conducting risk management and capacity building programs preferably gained from supporting Tie IV financial institutions. Specifically, the team should possess the following qualifications:
i. Proven experience in developing risk management frameworks, policies and procedures for lower tier financial institutions, and supporting FIs in their implementation.
ii. Proven experience in Enterprise Wide Risk Management (ISO 31000:2018) standard and Integrated Risk Management for business development.
iii. Familiarity with strategic management and development of corporate strategy especially for microfinance institutions.
iv. Ability to translate strategic thinking and innovative ideas into practical operational recommendations
v. Solid analytical, presentation, interpersonal, communication, and negotiation skills with specific experience in engaging Boards and Management of FIs.
vi. Certified in Risk Management
