IFC is expecting its appointment by the Department of Transportation (DOTr) of the Philippines as transaction advisor to assist in reviewing the unsolicited proposals for long-term concessions involving upgrading, operation and maintenance of three (3) regional airports submitted by a local infrastructure conglomerate and thereafter pursuant to the countrys BOT law in conducting a Swiss challenge that will attract reputable international and domestic commercial airport operators and investors in these airport concessions. In addition, IFC was requested by DOTr to provide transaction advisory support on the screening of existing airports towards identifying candidates for PPP implementation under the solicited mode. DOTr and the Civil Aviation Authority of the Philippines (CAAP) will be the co-grantors of the concessions and will be the primary counterparts on the government side.
The three airports which are covered by the unsolicited proposals and the subject of this TOR are: (a) the Bicol airport, (b) the Bohol airport, and (c) the Laguindingan airport, which are located in the provinces of Albay, Bohol, and Misamis Oriental, respectively. All three are outside the National Capital Region (NCR-Metro Manila), and the metropolitan areas of Cebu and Davao. These airports are in each of the countrys three main island groups Luzon, Visayas and Mindanao: Bicol airport in southeastern Luzon, Bohol airport in central Visayas, and Laguindingan airport in northern Mindanao. The Bicol and Laguindingan airports are the primary airports in their respective regions, while the Bohol airport serves one of the countrys top tourism destinations. Thus, the three airports are important infrastructure for the economic recovery and continued growth of their regions, especially with respect to the revival of tourism activities, the mobility needed for business and trade, and the welfare of overseas Filipino workers (OFWs).
