Expression of Interest are invited for Technical Due Diligence for A Greenfield Water Production Facility in The Republic of Congo.
The International Finance Corporation (IFC) is exploring possible support for a greenfield water production facility at Gambouissi Lake in Pointe Noire City (the Project) in collaboration with 3 P Renewables Switzerland SA (3PRS, the Sponsor). The Project includes the construction of two compact water treatment plants, AQUABLOC® stations of 750 m³/h, (ii) supply and laying of pipes for secondary and tertiary networks (460 Kms) and (iii) supply of 20, 000 water meter connection kits (the Project). The Project will supply water to up to 85, 000 homes, of which 20, 000 will be new connections (distribution to be undertaken separately by the public sector).
IFC is seeking the services of an experienced consultant with staff based in Congo (the Consultant) to perform a technical and contractual review of the Project.
TASK 1: Technical Review
Main objective: Technical review to develop mitigants for the identified risks with regards to the construction of the water production, storage, and distribution infrastructure, as well as the operation and maintenance of the drinking water production plant.
The activities required to be performed for this task are (but not limited to):
- Perform a site visit to report on the site conditions, suitability of the solution, Project stakeholders, status of the existing infrastructure, etc.
- High-level technical due diligence including analysis of the Project risks, checking the design of the works, including confirming that the design proposed for each sub project is technically sound including the approach to operations and maintenance in a containerized plant, an assessment of existing distribution network, new network integration.
- High-level analysis of the demand and willingness-to-pay.
- Checking of the technical assumptions used in the financial model for each Works and advising if these are reasonable.
- Checking on the management of the Project by LCDE (including difficulties in decision making) both during development and Operations phase.
- LCDE capacity to operate the distribution network (including installation of the prepaid meters) and commercialize the built extra capacity.
- All technical measures to be considered during Project design, procurement, and delivery, to ensure the reliability of the Projects deliverables such as:
- Protection of water resources against direct contamination
- Respect technical standards to avoid hydraulic problems (Water hammers, insufficient pressure)
- Suitability of treatment process, with impact on performance cost and water quality
- Power supply reliability. Good design study, appropriate contracting terms program.
- Suitability of the selection of contractors, providers, and technical assistance.
- Perform a technical risk analysis (initial risks / mitigation measures / residual risks) and suggest high-level strategic mitigation measures to cope with unmitigated risks.
- Suggest modifications to the Project, if required, to enable technical and commercial viability.
TASK 2: Review of the concession agreement
Main objective: Review of the concession and O&M agreements to ensure TECHNICAL risks are allocated appropriately.
The activities required to be performed for this task are (but not limited to):
- Review of signed BOOT contract
- Review of signed Water purchase agreement (Contrat dachat deau)
- Review the proposed Operation and Maintenance plan(s), including the O&M Contracts if available.
- Assessment of the state of the existing infrastructure that are directly related to execution of the considered agreement (energy, network, etc.).
- Analysis of the network and auxiliary assets management plans by the Offtaker (KEY ASPECT)
- Assessment of the Offtakers capacity to perform effective water distribution activities (KEY ASPECT)
