Detailed_Description : This Request for Bids (RFB) is an invitation to prospective proponents to submit proposals for fee-for-service evaluation of plans for the installation of x-ray machines.

Scope of Work : The Licensing and x-ray Inspection Service (LxRIS) in Ontario-s Ministry of Health (MOH) seeks to procure appropriately qualified and professionally credentialed expertise (i.e., member(s) in good standing with the Professional Engineers of Ontario), to evaluate plans for the installation of x-ray machines in Ontario, in order to ensure that the plans comply with the requirements of Ontario-s Healing Arts Radiation Protection Act (HARP Act) and its Regulation 543 (the x-ray Safety Code), and are therefore appropriate to be approved by the Ministry-s Director of x-ray Safety. The vendor must also have at least one medical physicist (either in-house or external to the engineering firm) available to provide advice to the engineer(s). The engineer who reviews, professionally stamps and signs an installation plan has the ultimate accountability for the evaluation of the plan. The role of the medical physicist is to provide advice whenever the engineer requests it. The engineer(s) must be member(s) in good standing with the Professional Engineers of Ontario, with the appropriate qualifications and expertise to evaluate installation plans and, for those plans that satisfy statutory requirements, to stamp and sign those plans to indicate professional approval.The medical physicist(s) must be Member(s) and/or Fellow(s) in good standing of the Canadian College of Physicists in Medicine, with certification in at least one sub-specialty.The vendor must also have one staff member (other than the P. Eng or Medical Physicist) who can assist with plan processing, plan preparation and customer service. Although there are no qualification requirements for this individual, an educational background related to the tasks of plan processing, plan preparation and communicating with clients is preferred.Details of the work are described in Part 3 (“The Deliverables”) of the RFB.
