Description

The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), has a requirement for non-commercial services to include engineering, design, fabrication, and testing of SCEMS equipment, as well as program management, financial, and administrative support for The Submarine Communication and Electromagnetic Systems (SCEMS). The subject requirement is in support of Codes 435, 437, and 438 and includes system troubleshooting, maintenance, repair, design development for modifications to incorporate upgrades, improvements, and modernization for submarine communication. Additionally, NSWCPD requires engineering services for design, development and integration of state of the art equipment or technical improvements related to legacy systems. This includes new installations, modernizations, and refresh efforts associated with these functions on all Hull, Mechanical, and Electrical (HM&E) SCEMS. The incumbenet Contractor for this requirement is NDI under contract number N00178-04-D-4089-EHQ7.

NSWCPD is continuously seeking to increase competition under our procurements. This procurement will be a Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery-Indefinite-Quantity (IDIQ), single award contract, solicited utilizing Full and Open competition. All interested vendors are strongly encouraged to submit a proposal when the solicitation is released. It is anticipated that the solicitation will be released in SAM.Gov in February 2023, with receipt of proposals due 30 days thereafter. The IDIQ will have a Period of Performance of Sixty (60) months.
