This call for candidates is in the context of the law of December 17, 2021 on electronic networks and services (hereinafter: "law 2021"), more specifically in articles 117 to 119 from the latter. Under article 117 (2) of law 2021, the Institute is called upon to make available "an independent comparison tool which allows end users to compare and assess the various access services to the Internet and interpersonal communications services based on numbering accessible to the public ”. Thus, at the end of this market procedure, the Institute wishes to have an independent comparison tool (hereinafter: "the comparator") which meets the requirements set out in points a) to h) of the Article 117 (3) of the law 2021. (Cf. article 103 of directive 2917/1972 establishing the code of European electronic communications)
